HomeMy WebLinkAboutRES NO 152-202385/014148 RESOLUTION NO. 1 5 2 O 2 3 A RESOLUTION OF LOCAL SUPPORT FOR CONGESTION MITIGATION AIR QUALITY (CMAQ) PROJECTS FOR FEDERAL FISCAL YEARS 2024/2025 AND 2025/2026 WHEREAS, Congestion Mitigation Air Quality (CMAQ) (herein "Federal Funds") consists of monies used for vehicle emission reduction projects. WHEREAS, The City of Bakersfield (herein "APPLICANT") is submitting applications to the Kern Council of Governments (herein "Kern COG") for $21,459,849 in Federal Funds in Fiscal Year 2024-2025 and $34,925,832 in Federal Funds in Fiscal Year 2025-2026 for a total of $56,385,681 in potential funding from the Congestion Mitigation and Air Quality Program (herein "CMAQ") for the following projects: Fiscal Year 2024-2025: • Adaptive Signal Coordination Ming Avenue: Northbound Highway-99 Ramps to S. P Street. Adaptive Signal Coordination Calloway Drive: Olive Drive to Rosedale Highway Adaptive Signal Coordination Panama Lane: Parsons Way to Dr. Martin Luther King Blvd. 'H' Street Corridor Improvements: SR 58 to SR 204 • Chester Avenue Corridor Improvements: Brundage Lane to Truxtun Avenue Fiscal Year 2025-2026: • Adaptive Signal Coordination Panama Lane: Gosford Road to Akers Road Adaptive Signal Coordination Ashe Road: Club View Drive to Panama Lane Arvin Edison Canal Multi -Use Path: Stockdale Highway to Panama Lane • South 'H' Canal Multi -Use Path Kern River Crossing at 24th Street 18th and 19th Street Corridor Improvements: 'L' St to 'O' St (herein referred collectively as "PROJECTS"); and 81�AK�r`s� - Page 1 of 3 Pages - OoRIGINRL WHEREAS, APPLICANT has the financial capacity to complete, operate and maintain the PROJECTS at the current year cost estimates; and WHEREAS, APPLICANT will ensure that funds required from other sources will be reasonably expected to be available in the time frame needed to carry out the PROJECTS; and WHEREAS, APPLICANT is authorized to execute and file an application for funding the PROJECTS under the CMAQ Program; and NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Bakersfield as follows: 1. APPLICANT will provide $2,780,351 in Fiscal Year 2024-2025 and $4,525,012 in Fiscal Year 2025-2026 for a total of $7,305,363 in local matching funds. 2. APPLICANT understands that the CMAQ funding for the PROJECTS is fixed at the approved programmed amount, and that any reasonable cost increases must be funded by the APPLICANT from other funds, and that APPLICANT does not expect any cost increases to be funded with additional Federal Funding. 3. APPLICANT understands the funding deadlines associated with these funds and will comply with the program implementation procedures described in Chapter 2 of the Kern COG Project Delivery Policies and Procedures manual. 4. PROJECTS will be implemented as described in the complete application and in this resolution and, if approved, for the amount programmed in the Congestion Mitigation and Air Quality Program (herein "CMAQ). 5. APPLICANT and the PROJECTS will comply with the requirements as set forth in the program. 6.
