ROLL CALL Commissioners Present: Brar, Simpson (seated at 4:39 p.m.), Beardsley (seated at 4:38 p.m.), Thallapalle, Webster, Woods (A), Ocampo(A), Yum (A) Commissioners Absent: Tarango, Valladares-Macias, Batth, Mendiburu(A), Robledo (A), Pursel(A), Nahama(A) 2. PUBLIC STATEMENTS a. Agenda Item Public Statements None. b. Non-Agenda Item Public Statements None. 3. SUMMARY REPORT a. Adoption of the September 25, 2023, Youth Commission special meeting minutes Motion to adopt the Minutes from September 25, 2023, special meeting by Commissioner Webster, seconded by Commissioner Ocampo. Motion passed with Commissioners Simpson, Beardsley, Valladares-Macias, Tarango, and Batth absent. 4. NEW BUSINESS a. Presentation by Nathan Gutierrez, Management Assistant, regarding Teen Government Day Management Assistant Gutierrez gave an overview of Teen Government Day. Motion to receive and file the presentation regarding Teen Government Day by Commissioner Woods, seconded by Commissioner Thallapalle. Motion passed with Commissioners Beardsley and Simpson abstaining and Commissioners Tarango, Valladares-Macias, and Batth absent. 5. DEFERRED BUSINESS a. Continue discussion regarding potential Youth Commission project ideas for FY 2023-2024 and vote on a final topic Commissioners shared ideas for potential Youth Commission projects for FY 2023-2024 and discussed methods to spread the word to Bakersfield youth. All commissioners present committed to contacting one outside organization to collaborate with on a future Youth Commission project. Commissioner Webster requested that a member of the Keep Bakersfield Beautiful Committee speak to the Youth Commission at the next meeting. 6. STAFF COMMENTS Management Assistant Gutierrez made staff comments. Fellow Hannah Rosica and Deputy City Attorney II Viridiana Gallardo-King introduced themselves to the Commission. 7. COMMISSION COMMENTS Commissioner Brar reiterated that Commissioners should contact their assigned organizations and urged everyone to come to the next meeting and reach out to absent Commissioners. STAFF RECOMMENDATION: Staff recommends receive and file. BACKGROUND: At the October 23, 2023 special Youth Commission meeting, Chair Brar requested staff speak with the Keep Bakersfield Beautiful (KBB Committee and ask about any potential opportunities for collaboration with the Youth Commission. In addition, staff was directed to inquire about a KBB board member presentation regarding the overall purpose of the organization and different opportunities for Bakersfield youth to become involved in volunteer opportunities. BACKGROUND: During the Youth Commission meeting of October 23, 2023, the Youth Commission continued discussions to determine a final project for FY 2023-2024. Commissioner Chair Brar asked staff to discuss a potential collaboration with Keep Bakersfield Beautiful, potentially as a participate at a future event, including the 2024 Great American Cleanup to be held Saturday, April 27, 2024. The Youth Commission would like to host an event or promote extracurricular activities available in the city that are available low or no cost to eligible participants. If the opportunity to host an event, the Youth Commission would like to invite organizations including, but not limited to Boys Scouts of America and JJ's Legacy.
