by Channel Law Group, LLP on behalf of their client Progress for Bakersfield
Veterans, LLC regarding the Department of Veterans Affairs Community
Based Outpatient Clinic, located at 5512 Knudsen Drive:

Commission's certification of the Environmental Impact Report and approval of Site

2. Appeal of Planning Commission's approval of Site Plan Review No. 21-
0399.
City Clerk Drimakis announced a staff memorandum was received
transmitting correspondence, because the materials were so voluminous
there was insufficient time to produce copies for the Council and public. The
documents are available for review at the clerk's station and will be made
available at the Clerk's office following the meeting.
City Attorney Gennaro announced a court reporter is present and asked for
speakers to identify and speak slowly for the record.
Planning Director Johnson made staff comments and provided a PowerPoint
Presentation.
Hearing item 9.a. opened at 6:24 p.m.
Jamie Hall, Channel Law Group, spoke in opposition.
Jason Parsons, Routan and Tucker, spoke in support.
Mayor Goh announced staff's recommendations that Hearing item 9.a. will be
opened and continued at the November 29, 2023, meeting at the request of
the applicant.
Motion by Councilmember Smith to keep the Hearing open and continued
to the November 29, 2023, City Council meeting.

COUNCIL AND MAYOR STATEMENTS
Vice Mayor Gonzales requested staff develop a Comprehensive Multi -Agency Crisis
Intervention Team to respond to emergencies at residential motels/apartment
complexes which result in displaced residents.
Vice Mayor Gonzales requested staff explore a partnership with the County of Kern to
develop a Crisis Intervention Fund to assist in rehousing displaced residents from an
emergency at their residence motel/apartment complex.

Vice Mayor Gonzales requested the Planning and Development Committee explore
the creation of an ordinance that will hold residence motel owners accountable and
responsible for their tenants when an emergency arises.
Vice Mayor Gonzales requested the Planning and Development Committee explore
the development of a Motel Registry.
Vice Mayor Gonzales requested the Planning and Development Committee develop
a strategy to assist motel owners with deferred maintenance issues (conversion to
permanent supportive housing, partnerships/grants with current owners to complete
upgrades, etc.)
Councilmember Freeman requested staff prepare a letter of support for
Congressional House Bill HR 6089 (IH), Energy Choice Act.
Councilmember Smith requested the Ad Hoc Multimodal Transportation Committee
review the current subdivision streets standards to ensure they include recent
updates for narrower lanes.
Councilmember Smith requested the Ad Hoc Multimodal Transportation Committee
review the current process for distributing information regarding traffic collisions with
the community and develop a systematic communication strategy.
Councilmember Smith requested that CalWater provide an update on their local
infrastructure efforts at a future City Council meeting.
