Adoption of the October 23, 2023, Youth Commission special meeting minutes Motion to adopt the Minutes from October 23, 2023, special meeting by Commissioner Woods, seconded by Commissioner Tarango. Motion passed with Commissioners Simpson and Beardsley absent. 4. NEW BUSINESS a. Update regarding a potential collaboration between the City of Bakersfield Youth Commission and Keep Bakersfield Beautiful. Management Assistant Gutierrez gave an update on a potential collaboration between the Youth Commission and Keep Bakersfield Beautiful. Motion to receive and file the update regarding Keep Bakersfield Beautiful by Commissioner Webster, seconded by Commissioner Batth. Motion passed with Commissioners Simpson and Beardsley absent. 5. DEFERRED BUSINESS a. Continue discussion regarding potential Youth Commission project ideas for FY 2023-2024 and vote on a final topic Commissioners discussed what organizations they would like to reach out to and finalized their idea for the Youth Commission project for FY 2023-2024. Motion to accept an extracurriculars fair as the Youth Commission project and tentatively collaborate with the Southwest Library, CAPK, the Boy Scouts, Got the Dot, SWAT, PAL, Adventist Volunteering, League of Dreams/Adaptive Sports, 4H, The Racket Club/tennis, Taekwondo, football, soccer, volleyball, wrestling, CSUB Summer programs, The Bakersfield Museum of Art, The Bakersfield Natural History Museum, the blood bank, The Boys & Girls Club, The Dance Association, art, Children First, Garden Pathways, and The Kern Community Foundation for FY 2023-2024 by Commissioner Woods, seconded by Commissioner Batth. COMMISSION COMMENTS Commissioner Brar mentioned vague extracurricular categories that had been proposed and encouraged Commissioners to bring suggestions of specific organizations related to those categories to the next meeting. BACKGROUND: Since the formation of the Youth Commission in 2016, there has not been a formal budget allocation for the purpose of providing funds to support the Commissions' activities including, "Engaging and empowering local youth in having a voice on relevant issues pertaining to municipal policies, programs and programs" under Section 2.60.010 of the City of Bakersfield Municipal Code. At the November 29, 2023 City Council meeting Youth Commissioners Natalie Tarango and Carter Beardsley requested Council consideration for the establishment of a budget for the Youth Commission to use for future projects. Vice Mayor Andrae Gonzales directed the Youth Commission to develop a budget proposal and return to Council within 90 days to present to the full Council. STAFF RECOMMENDATION: Staff recommends receive and file BACKGROUND: On November 29, 2023, City staff met with Fatima Tulfo, Associate Director of Impact at Kern Community Foundation to discuss a potential collaboration with the Youth Commission at the Give Big at the Park event at Riverwalk Park in April 2024. On December 15, a follow up meeting with was held with Kern Community Foundation to discuss event details, outreach efforts and the potential for the Youth Commission to participate as a vendor. The Youth Commission could be asked to assist with youth outreach activities, encourage nonprofit organizations with which they have contacts to participate and to provide information on how to participate with Give Big Kern. Similar to the potential collaboration with Keep Bakersfield Beautiful at the Great American Cleanup event, the Youth Commission would set up a booth to provide information on youth and teen-focused volunteer opportunities in and around Bakersfield to those in attendance. The purpose would be to help promote the local nonprofits seeking to raise funds, facilitate networking opportunities with local leaders in those organizations and seek internship openings, where available. BACKGROUND: At the October 23, 2023 Youth Commission meeting, Youth Commission Chair Harjaisal Brar requested staff meet with the Keep Bakersfield Beautiful Committee regarding a potential collaboration at the 2024 Great American Cleanup to be held April 27, 2024 at Yokuts Park. On November 17, 2023, staff made a brief presentation at the monthly Keep Bakersfield Beautiful meeting, requesting information on a potential collaboration with the Youth Commission to inform and promote youth and teen-focused volunteer opportunities available in Bakersfield. The Keep Bakersfield Beautiful Committee embraced the idea and requested some time for consideration regarding a project that may be a good fit for Youth Commission involvement. The project entails assisting a small number of elementary and middle schools start 'community gardens' on campus to provide fresh fruits and vegetables to students and staff. The time commitment was undefined at the meeting as committee members needed to confirm school campus leadership interest. In addition, it was determined that should a collaboration with the Youth Commission be finalized, the community garden project shall occur during school hours so that committee and commission members would be allowed on campus with school staff present. The Youth Commission shall vote on a collaboration between either Keep Bakersfield Beautiful to attend and participate in the Great American Cleanup, or with Kern Community Foundation and attend the Give Big Kern at the Park event.
