4. PRESENTATIONS
a. Check Presentation by the City of Bakersfield's Economic & Community
Development Department and Mayor Karen Goh to (1) Stephanie Chavez,
Owner of Sweet Bites N Ice; (2) Artisa Mae Moten, Owner of Awakened
Consulting Inc.; and (3) Alexandria Kemp, Owner of A & B Naturals for their
selection as grant recipients of the Entrepreneurship Grant Program.

1. Lisa Smith spoke about the meeting update regarding Stockdale Highway
Construction in her neighborhood.
2. Daisy Vega, Greenfield Walking Group, expressed gratitude to staff for the
cross walk and lights near Golden Valley High School and reported that
the Pedestrian signal light near Golden Valley High and Hosking Road was
not working.

3. Raquel Robledo requested turn signals be considered for the intersection
of White Lane and Monitor Street as it has become a hazard for South High
School and Prosperity Elementary School students.
4. Alondra Villanueva expressed gratitude for the implementation of the
crosswalk at Stiern Park and the Greenfield Resource Center.
5. Natalie Tarango expressed gratitude for all the support in the community
project proposals and requested the consideration of a right turn lane at
Monitor Street and Hosking Road in front of Golden Valley High School due
to unsafe conditions and requested to be put on the next Council
Meeting.
6. Barbara Perez expressed gratitude for the hawk system lights at Golden
Valley High School and Stiern Park and asked if hawk system lights can be
considered for Bakersfield High School.
Vice Mayor Gonzales expressed his appreciation to the youth for their
comments on traffic pedestrian road safety.
7. Nataiy Santamaria expressed appreciation to Councilmembers Arias and
Kaur and Vice -Mayor Gonzales for their continued support in traffic road
safety.
Councilmember Arias expressed his appreciation to youth and staff for all their
continued hard work for the improvements of road safety. He also invited staff
and public to a walking audit tour on December 20, 2023, 8:30 a.m., Monitor
Street and Hosking Road.
Councilmember Kaur expressed appreciation to the students and Greenfield
Walking Group for their involvement in the continued road safety of their
community.
Councilmember Freeman requested the Planning and Development
Committee discuss implementation of a policy that requires the installation of
temporary asphalt to serve as a temporary sidewalk adjacent to schools
where there is no sidewalk due to undeveloped land.
Councilmember Freeman requested the Planning and Development
Committee revisit and discuss the street standards including the redesign of
existing arterial streets and update the design requirements of new streets
(including number of lanes, lane widths, elevated bike lanes, separated
walkways).
8. Wendell Wesley Jr. spoke regarding safety pathways at N Street and
California, hawk system lights in the same area and clean air.
9. Sandra Plascencia, Leadership Counsel, spoke regarding General Plan
requirements and requesting community involvement.

10. Samantha Salvador spoke regarding safety concerns in her neighborhood
near Stockdale Highway adjacent to Highway 99 and 58 construction
project.
Vice Mayor Gonzales requested staff reach out to Ms. Samantha Salvador to
discuss her safety concerns (unleashed dogs, encampments, increased
transients) surrounding Stockdale Highway adjacent to Highway 99/58 (TRIP
area).
6. APPOINTMENTS
a. Three appointments (at large) to the Miscellaneous Departments Civil Service
Board, two appointments are due to the term expiration of Kevin Oliver and
Ronald Wolfe on December 31, 2023, one appointment is due to the
resignation of Nila Hogan, with a term set to expire December 31, 2024.
(Staff recommends City Council determination.)
Deputy City Clerk Reza announced three applications for appointment have
been received from Luis David, Ronald Wolfe, and Nila Hogan.
Motion by Vice Mayor Gonzales, to appoint Nila Hogan, term to expire December 31,
2024, and Ronald Wolfe, term to expire December 31, ,2026, to the Miscellaneous
Civil Service Board. Motion unanimously approved.
b. One appointment (at large) to the Fire Department Civil Service Board to
serve a term to expire on December 31, 2026, due to the term expiration of
Ronald Eaves (December 31, 2023).
(Staff recommends City Council determination.)
Deputy City Clerk Reza announced a staff memorandum has been received
requesting the item be removed from the agenda.
C. One appointment (at large) to the Police Civil Service Board to serve a term
to expire on December 31, 2026, due to the term expiration of Kelly Lucas
(December 31, 2023).
(Staff recommends City Council determination.)
Deputy City Clerk Reza announced a staff memorandum has been received
requesting the item be removed from the agenda and be brought back to
the January 10, 2024, meeting.
d. One appointment (at large) to the Kern Mosquito and Vector Control District
due to the term expiration of Florn Core (December 31, 2023).
(Staff recommends City Council determination.)
Deputy City Clerk Reza announced one application for appointment has
been received from incumbent Florn Core.
Motion by Vice Mayor Gonzales, to appoint Florn Core to the Kern Mosquito and
Vector Control District to serve a term on December 31, 2024. Motion unanimously
approved.

e. One appointment (at large) to the Board of Directors of the North of the River
Recreation and Park District to serve a term to expire December 31, 2027, due
to the term expiration of member Brooks Douglass, term expires

Deputy City Clerk Reza announced three applications for appointment have
been received from Brooks Douglas, Councilmember Bob Smith, and Luis
David. Luis David does not reside within the district boundaries and his
nomination cannot be considered. Vote by ballot with the remaining two
applicants.

Motion by Vice Mayor Gonzales, to appoint Councilmember Bob Smith to the
North of the River Recreation and Parks District to serve a term to expire on
December 31, 2027. Motion unanimously approved.
f. One appointment to the Planning Commission due to the resignation of
Commissioner Barbara Lomas (Ward 4) to a term to expire April 30, 2026.
(Staff recommends City Council determination.)
Deputy City Clerk Reza announced two applications for appointment have
been received from Roancelly Colegial, and Nicholas Strickland.
Motion by Councilmember Smith, to appoint Nicholas Strickland to the
Planning commission, Ward 4, to serve a term to expire on April 30, 2026.
Motion unanimously approved.
g. Appropriate appointments to form the Bakersfield Community Land Trust.
(Staff recommends City Council determination.)
Motion by Vice Mayor Gonzales, to appoint Councilmembers Freeman, Smith,
and Vice Mayor Gonzales to serve as the initial directors of the Bakersfield
Community Land Trust with Vice Mayor serving as the incorporator. Motion
unanimously approved.

13. COUNCIL AND MAYOR STATEMENTS
Vice Mayor Gonzales requested staff agendize a ceremonial presentation to
celebrate the Strategic Growth Council's Transformative Climate Communities
Round 5 Grant award of $22 million for the City's Southeast Strong Project.
Vice Mayor Gonzales requested staff prioritize expansion of the completed
Westchester Lighting Improvement Project to install lighting on Cedar, Pine, D and E
Streets from Truxtun Ave to 24th Street in the next fiscal year.
Vice Mayor Gonzales requested staff coordinate a series of City Council Workshops
in 2024 to review the Innovative and Effective Government Council Goal and discuss
the acceleration of strategies to modernize and strengthen city government.
Vice Mayor Gonzales expressed gratitude to all City Staff and wished all a Happy
Holiday Season.
Councilmember Gray expressed gratitude to all City Staff and volunteers for their
time and services and Merry Christmas wishes to all.
Councilmember Kaur expressed gratitude to all City Staff and the help received
from her colleagues as she celebrates her one-year anniversary as Councilmember
and Happy Holiday wishes to all.
Mayor Goh expressed appreciation to Terry McCormick, former Recreation, and
