SUBJECT: Discussion of Council Policy for Conducting City Council Meetings (Resolution No. 206-

RECOMMENDATION:
Staff recommends Council discussion and direction.
BACKGROUND:
This item is brought forward as a result of a referral made by Councilmember Arias. The City Council
meetings currently operate pursuant to Resolution No. 206-2021, which adopted a Council Policy for
Conducting City Council Meetings. The City Attorney's Office will provide a PowerPoint presentation for
Council discussion and direction.

Charter Review Update
RECOMMENDATION:
Staff recommends the Council receive the update and provide any future direction.
BACKGROUND:
During 2023 the City Council held a number of workshops to receive reports from City staff and an
independent reviewer related to the City Charter. Council provided direction to conduct additional
analysis related to potential considerations for Charter review.
Staff will provide an update to the Council on this additional analysis. Staff will also provide a refresher
for the framework of Charter review considerations previously presented that outline potential timelines,
costs, the Charter amendment process and Charter sections that have been considered for review.
FISCAL IMPACT:
There is no immediate fiscal impact for presenting this update.
