Lisa Smith spoke regarding a fire near the Centennial Corridor Project and expressed her gratitude towards staff for their continued support. 2. One appointment (at large) to the Police Civil Service Board to serve a term to expire on December 31, 2026, due to the term expiration of Kelly Lucas (December 31, 2023.) (Staff recommends City Council determination.) City Clerk Drimakis announced three applications for appointment have been received from Michael Burrow, Ronald Wolfe, and Luis David. Vote by ballot. Receive and file department payments from December 1, 2023, to December 28, 2023, in the amount of $36,897,328.25 and Self Insurance payments from December 1, 2023, to December 28, 2023, in the amount of $2,566,920.41, totaling $39,464,248.66. Ordinances: None. Resolutions: C. Resolution determining that the ExecuTime Cloud Advanced scheduling software annual access fee cannot be reasonable obtained through usual bidding procedures and authorizing the Finance Director to dispense with bidding, not to exceed $47,616.45. Res 001-2024 d. Resolution determining that a utility service truck can most efficiently be obtained through cooperative procurement bidding procedures from E.M. Tharp Inc., dba Golden State Peterbilt and authorizing the Finance Director to dispense with bidding thereof, not to exceed $381,843. RES 002-2024 e. Agreement with Bob's Wholesale Auto Glass Inc. (not to exceed $200,000), for on -call installation and glass repair services for City's Fleet Division. Agreement with the following contractors to provide various repair and maintenance on -call services for City's Fleet Division for a two-year term with an option to extend for two additional terms: 1. Cutting Edge Parts (not to exceed $200,000). AGR 2024-008 2. Jim Burke Ford (not to exceed $200,000). AGR 2024-009 q. Agreement with NV5 ($1,266,105), to provide materials testing services for various CIP and construction projects in the calendar years 2024 and 2025. ($2,570,000), for said project and; AGR 2024-014 2. Authorize staff to approve, as necessary, up to $100,000 in City controlled contingency for unforeseen conditions encountered during construction for said project. Miscellaneous: ag. Appropriate $35,303.22 grant fund revenues from the San Joaquin Valley Air Pollution Control District for the purchase of zero emissions landscape maintenance equipment to the Recreation and Parks Operating Budget within the General Fund. ah. Authorize Recreation and Parks Department (not to exceed $52,600) to pay California Water Service for a water meter installation at Beach Park. (Ward 2) ai. Adoption of the 2024 State Legislative Platform. aj. (Wards 1,3) CCO 2023-159 (1) Councilmember Gray requested Consent Calendar item 7.ai. be removed for separate consideration. Motion by Vice Mayor Gonzales to adopt Consent Calendar items 7.a. through 7.ap., with the removal of Consent Calendar item 7.ai., for separate consideration. Motion unanimously approved. ai. Adoption of the 2024 State Legislative Platform. Motion by Councilmember Gray with requested changes and move to adopt Consent Calendar item 7.ai. Motion by Councilmember Gray to approve with changes to page 12 item number three to make agriculture, oil, goods movement and State Programs or funding opportunities to diversify the economy, including the regional Economic Prosperity Initiative, separate items. Second request is to move the sentence reading 66 traffic fatalities, half of which include a pedestrian, as compared to 26 traffic fatalities in 2018 on page 15, to number two regarding funding for Behavioral health to better our chances in receiving as much funding from the State for the homeless issues. The third request is to keep the strike out sentences on page 22 and approve the State Legislative Platform. Motion fails. Motion by Vice Mayor Gonzales to accept two of the three recommendations with no change to the language on page 15 regarding pedestrian fatalities and adopt Consent Calendar item 7.ai. Motion fails. Motion by Councilmember Weir to hear and vote on the three issues separately and move forward with the of the motion. Motion approved with Vice Mayor voting no. Motion by Councilmember Gray to approve requested changes to issue one. Motion unanimously approved. Motion by Councilmember Gray to approve requested changes to issue two. Motion fails with Vice Mayor, Councilmember Arias, Smith, and Kaur voting no. Motion by Councilmember Gray to approve requested changes to issue three. Motion unanimously approved. COUNCIL AND MAYOR STATEMENTS Councilmember Freeman requested staff conduct an analysis of adding additional beds at Brundage Lane Navigation Center (BLNC). Councilmember Weir requested staff conduct an analysis of CalPERS future expenditures. The report should include the total number of payments made to date as well. Councilmember Smith requested an update regarding jail beds. Vice Mayor Gonzales requested staff reach out to the Memorial Committee to discuss the Avenue of Heroes Banner Program to enhance signage along Truxtun Avenue and Jastro Park. Vice Mayor Gonzales requested staff enhance screening along the Kern Island Canal along H and P Streets, and McKinley Elementary where the canal is adjacent to the school. Councilmember Gray commented of the County of Kern in assisting the City with regarding homeless issues. In favor of the veteran banners program. Councilmember Arias expressed his gratitude to Vice Mayor Gonzales, Recreation and Parks Director Anthony and staff regarding the vision of Martin Luther King Park. Councilmember Arias expressed his appreciation to staff for meeting with him on his tour regarding road safety improvements near Golden Valley High School. Councilmember Arias expressed his appreciation to United Way in providing security deposit assistance for permanent housing.
