HomeMy WebLinkAboutRES NO 013-2024RESOLUTION NO. 01 3- 2 0 2 4 A,2,Q-m44 X-Ref.r� p((� A RESOLUTION DISPENSING WITH BIDDING PROCEDURES DUE TO NEED FOR URGENT ROOF REPAIRS ON CITY OWNED PROPERTY AND AUTHORIZING BSW ROOFING TO PERFORM NECESSARY REPAIRS, NOT TO EXCEED $167,645.56. WHEREAS, The City of Bakersfield (the City), through the Thomas Roads Improvement Program, purchased improved property located 3615 Stockdale Highway, Accessor's Parcel Number 149-222-26 (the Property), for the Centennial Corridor Freeway Project; and WHEREAS, the Property is occupied by an existing commercial tenant, Havana House (the Tenant); and WHEREAS, the roof of the Property has been severely damaged by vandalism and the elements; and WHEREAS, the roof damage has led to additional damage to the Property as well as damage to the Tenant's personal property and store inventory when there is inclement weather; and WHEREAS, the City Manager's Office was informed that the necessary repairs could not be made by City staff alone; and WHEREAS, the City's Property Management consultant has attempted to get assessments of the damage to the roof from multiple local roofing companies; with only one company, BSW Roofing, providing an assessment and subsequent estimate of the cost of repairs; and WHEREAS, after reviewing the extent of the damage to the roof and to prevent future damage to the Property and Tenant's property during the winter season, the City Manager's Office has declared the repair of the roof to be of urgent necessity requiring work, supplies, equipment, and materials urgently necessary for the preservation of life, health and property; and WHEREAS, the City Manager's Office recommends the City Council finds the roof repairs to the Property urgent and necessary and dispense with bidding requirements, in accordance with Section 3.20.060 of the Bakersfield Municipal Code. -- Page 1 of 3 Pages -- SAK' G:\Fin\SHARED\RealProperty\TRIP\Centennial\Centennial - Property Management\361 5 Stockdale\Roof Repair - BSW\Havana House - 8SW Roofing Re,Q - LIP DRAFT.docx F— f1l 'ORIGINAL vnruuvrnL NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Bakersfield as follows: 1. The above recitals are true and correct and are incorporated herein by reference. 2. Based on the facts included in the above recitals, the work performed by BSW Roofing is of urgent necessity for the preservation of life, health or property, thereby allowing the dispensing of bidding requirements as set forth in Section 136 of the City Charter and Section 3.20.060 of the Bakersfield Municipal Code. 3. The Finance Director is authorized to dispense with bidding in accordance with Section 3.20.060 of the Bakersfield Municipal Code. 4.
