A RESOLUTION OF THE CITY OF BAKERSFIELD
APPROVING ANNUAL RENEWAL OF SUPPORT
AND MAINTENANCE SERVICES FOR VERSATERM'S
CASE SERVICES SOFTWARE SUBSCRIPTION NOT
TO EXCEED $155,000 PER YEAR.
WHEREAS, in July of 2023, the City Council authorized the purchase of Versaterm's
Case Service Software subscription for the Bakersfield Police Department (BPD); and
WHEREAS, the BPD has a non -emergency crime reporting system, this system is
currently experiencing extended response times and delays in processing reports; and
WHEREAS, delays in response impact the BPD's ability to serial -type crime trends
and leave many residents waiting for a response; and
WHEREAS, these delays cause a loss of trust within the community; and
WHEREAS, the BPD has sought to implement a new program to increase response
time and repair community trust; and
WHEREAS, Versaterm's Case Service subscription allows the BPD to see residential
non -emergency complaints in real time, and is available via a mobile text and web
platform. These services will significantly increase callbacks and expedite routing an
officer for investigation; and
WHEREAS, the City desires to enter into a software subscription annually without
further City Council action as long as the cost does not exceed One Hundred Fifty -Five
Thousand Dollars ($155,000) and as long as it remains efficient to continue to utilize the
Case Service software.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
1) The above recitals are true and correct and incorporated herein by
reference.
2) The Director of Information Technology or designee is authorized to
annually renew the maintenance and support for Versaterm's Case
Services Software system being utilized by the Bakersfield Police
Department and Recreation & Parks Department without further City
Council action, provided that the cost of such renewal does not exceed
One Hundred Fifty -Five Thousand Dollars ($155,000) per year as long as the

SUBSCRIPTION SCOPE - Case Service Reporting
Unlimited access to Case Service Reporting to automate select citizen interactions for non -emergency calls. Using Case Service, your
agency has the option to hand off select non -emergency calls thatoome into dispatch. Case Service automates reporting, and the
responses provided by the citizens are used to document the incident in a report that an official at your agency then reviews. In addition,
the official case number from approved reports can be made available to the citizen.
