A RESOLUTION OF APPLICATION PROPOSING
PROCEEDINGS FOR ANNEXATION OF TERRITORY TO THE
CITY OF BAKERSFIELD IDENTIFIED AS ANNEXATION NO.
720, GENERALLY LOCATED ON THE NORTHWEST CORNER
OF POTOMAC AVEWNUE AND WASHINGTON STREET
(WARD 2).
WHEREAS, the City of Bakersfield desires to propose a change of organization, to
wit, the annexation to the City of Bakersfield of the hereinafter -described territory,
pursuant to Section 56654 of the Government Code of the State of California; and
WHEREAS, the proposed annexation territory is within and consistent with the City
of Bakersfield Sphere of Influence boundary; and
WHEREAS, the City of Bakersfield agrees to annex the territory generally located
on the northwest corner of Potomac Avenue and Washington Street; and
WHEREAS, the City agrees to serve the territory upon annexation: and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield that it
hereby finds and determines as follows:
1. The above recitals, incorporated herein, are true and correct.
2. That the City of Bakersfield hereby proposes the annexation to the City of
Bakersfield of the territory in Exhibit A and shown on map marked Exhibit B
for the project attached hereto, and made a part of this resolution as
though fully set forth herein, generally located on the northwest corner of
Potomac Avenue and Washington Street.
3. That a plan for providing services within the affected territory of the
proposed annexation, in accordance with the provisions of Section 56653
of the Government Code, is marked as Exhibit C, attached hereto and
made a part hereof as though fully set forth herein.
4. That this proposal for change of organization, to wit, annexation, is made
pursuant to the Cortese -Knox -Hertzberg Local Government Reorganization
Act of 2000, and it is requested that proceedings be authorized for
annexation in accordance therewith.
5. That the reasons for the proposed change of organization are to provide
additional lands to accommodate the City's 6th cycle vacant sites
inventory as part of the California state -mandated Housing Element
Update.
6. That the laws and regulations relating to the preparation of a notice of
exemption as set forth in the California Environmental Quality Act have
been duly followed.

7. That the territory proposed for annexation as described herein has been
determined to be inhabited pursuant to Section 56046 of the Government
Code.
8. That the territory proposed for annexation as described herein is within the
City of Bakersfield Sphere of Influence boundary.
9. That this proposed annexation territory will be incorporated into Ward 2 and
the boundaries will be adopted by Ordinance within Bakersfield Municipal
Code Chapter 1.12 (Wards).
10. That the names of the officers of the City of Bakersfield who are to be
furnished with copies of the Executive Officer's Report and who are to be
given mailed Notice of Hearing, if any, are:

GEOGRAPHIC DESCRIPTION
All that certain property, situated in Section 33, Township 29 South, Range 28 East, Mount Diablo Base and
Meridian, in the County of Kern, State of California, being more particularly described as follows:
Commencing at the north quarter corner of said Section 33; thence South 00° 00' 00" East, along the east line
of the northwest quarter of said Section 33, a distance of 921.50 feet; thence South 89° 27' 32" West, along
the easterly prolongation of the south line of Parcel 1 as shown on Parcel Map No. 11094, recorded in Book 54
of Parcel Maps at Page 184, a distance of 30.00 feet to the southeast corner of said Parcel 1, said point lying on
the west right of way of Washington Street and also being the Point of Beginning; thence
1) South 00° 00' 00" East, along said west right of way, a distance of 429.07 feet to the south right of way
of Potomac Avenue; thence
2) South 89° 28' 14" West, along said south right of way and partially along the existing City of Bakersfield
City Limits, a distance of 933.46 feet to the southeasterly right of way of the Burlington Northern &
Santa Fe Railroad and the beginning of a non -tangent curve; thence along the last said right of way and
said City Limits courses 3) and 4) below
3) along said curve, concave northwesterly and having a radius of 11,638.86 feet, the radial to the
beginning of said curve bears South 71' 42' 16" East, through a central angle of 2° 03' 30", an arc
distance of 418.15 feet, and a long chord which bears North 17° 15' 59" East, a distance of 418.12 feet;
thence
4) North 16° 14' 14" East, a distance of 32.14 feet to the south line of said Parcel 1; thence
5) North 89° 27' 32" East, along said south line, a distance of 800.36 feet to the POINT OF BEGINNING.
