(Enviro-Terra) has prepared this Underground Storage Tank (UST) Closure Report documenting the field activities related to the removal of a UST at 5100 Gasoline Alley Drive, Bakersfield, California (Site) The Site location is shown in Figure 1. Excavation activities were completed by El Capitan Environmental Services of Sun Valley, California under the supervision of Morris Engineering of Santa Ana, California. Enviro-Terra completed the soil sampling for environmental while Norcal Engineering of Los Alamitos, California provided the geotechnical soil testing. 2.0 Site Background The Site is located in a commercial/light industrial area of the city of Bakersfield California. The Site is bounded on the north by the 4900 block of Bill Wright Toyota, to the south by auto dealership (Infiniti of Bakersfield), Gasoline Alley Drive followed by an auto dealership (Motor City Auto Center) to the west, and Golden State Highway (Highway 99) followed by residential buildings to the east. There are currently two building structures at the 5100 Gasoline Alley Drive address. Building structure 1 is the Administrative and Sales office. Building 1 is connected to the former Service Department which is primarily empty. The second building structure is used for offices. The northern portion of the Service Department is used for car detailing services. As part of the detailing services, there is one bay of the building used to house an automated car wash station and associated clarifier. No other known car maintenance has been performed at the site since June 2018. A 10,000-gallon gasoline underground storage tank (UST) is located just west of the car wash bay, with an ancillary pump. The parking lot is improved by asphalt pavement with minor surficial cracks. 3.0 Field Activities Field activities began on December 4, 2023 with the removal of the asphalt and concrete overlying the UST area. The fuel dispenser was also dismantled and removed from the area. Once the asphalt and concrete were removed, an excavator was used to remove the soil over and around the UST. The fuel monitoring system, fuel dispenser sump pit, and associated piping were also removed from the excavation. Once the UST was fully uncovered, the UST plugs were removed, and the UST was drained and triple rinsed. On December 8, 2023, a crane was used to remove the UST from the excavation. Mr. Malcolm Moore of the Bakersfield Fire Department was on site to observe the tank removal activities and direct soil sampling. Once the UST was approved for removal, it was loaded and taken off site. Soil samples were then collected from the excavation. Four soil samples were collected beneath the UST excavation (TN-2, TN-6, TS-2, and TN-6) and four additional samples were collected along the piping trench (P1-2, P1-6, P2-2, and P2-6) (see Figure 2). Sample names indicate location and depth with TN collected from the northern 1/3 of the UST, TS collected from the southern 1/3 of the UST and P collected along the dispenser and piping. The 2 and 6 represents the sample depth below grade. One soil sample (BF- 1) was also collected from the excavated soil stockpiled on site. All soil samples were screened in the field using a Multi-Rae photoionization detector and an RKI Eagle. No readings above ambient conditions were observed. All soil samples were submitted to American Environmental Testing Laboratories (AETL) under documented chain-of-custody (COC) procedures for chemical analysis. AETL is a State of California-certified analytical laboratory based in Burbank, California (CA-DHS No. 1541). Select samples were analyzed for volatile organic compounds (VOCs) by Environmental Protection Agency (EPA) Method 8260B and total petroleum hydrocarbon (TPH) by USEPA Method 8015B. The results of the soil sampling are summarized Table 1. The Laboratory Report is included as Appendix A. Minor concentrations of six VOCs were detected in the sample collected from TS-6 including acetone, ethylbenzene, and toluene. None of the detections were above their respective San Francisco Regional Water Quality Control Board Environmental Screening Levels for commercial/industrial soil (see Table 1). VOCs and TPH were not detected in any of the other samples collected. 4.0 Summary and Conclusion Analytical results were sent to Mr. Moore on December 11, 2023 and following his approval, the UST excavation was backfilled. The excavation was backfilled in 2-foot thick lifts with compaction testing completed by NorCal for each lift.
