PUBLIC STATEMENTS None. 3. SUMMARY REPORT Adoption of the December 13, 2021 Youth Commission minutes. Staff recommends adoption of the December 13, 2021 Youth Commission minutes. Motion by Commissioner Kakarla, second by Commissioner Resolme to approve Meeting Minutes of December 13,2021. Motion passes. 4. NEW BUSINESS a. Group presentations by commissioners for the FY 2021-2022 annual Youth Commission project Staff recommends the commissioners present project ideas for discussion regarding the final Youth Commission project for FY 2021-2022 Presentations: 1. Mental Health & Bakersfield Youth Given by: Commissioners Indiana Vargas and Carter Beardsley 4. NEW BUSINESS continued 2. Safe Social Media Use Given by: Commissioners Emily Bell, Aditya Kakarla, and Sophia Resolme 3. Youth Engagement Given by: Commissioners Braeden Burrow, Ethan Taft The commissioners had a question and answers session after the presentations were given. b. Discussion and vote to make a final determination on the annual Youth Commission project to be completed no later than June 30, 2022. Staff recommends Youth Commission vote for the annual Youth Commission project for FY 2021-2022 Commissioners discussed the ideas presented. Motion by Commissioner Kakarla, second by Commissioner Burrows to continue the discussion of group presentations and vote to the next meeting, and a special meeting if feasible. Motion passes. 5. STAFF COMMENTS Management Assistant Gutierrez stated that this was a very productive meeting and thanked everyone for the presentations. He said everyone did a great job, the presentation were all fantastic ideas, and he could tell everyone worked very hard on them, and he would like to see a combination of all three. He asked the commissioners to keep a few things in mind when going forward: be mindful of the time frame you have left to put the event together and be cautious when planning that the event isn't too large or too broad. A lot of the work, when planning these events falls on the city staff, so be realistic about turnaround times when requesting assistance. The project deadline is June 30, which falls within the fiscal year. In July, the City Council always gets an update, such as a video, to show the result of the activity. If you need anything or have any questions, contact Nathan. Deputy City Attorney Zambrano encouraged the commissioners to focus on the desired end product, as each of the ideas could stand alone and be its own project, regardless of topic. 6. COMMISSION COMMENTS Emily Bell stated that today was very beneficial. We developed our ideas and got to present them. Before this, we were always getting sidetracked and this helped to get us to stay on track and develop our ideas, to help focus in 7. TO: Bakersfield Youth Commission FROM: Nathan Gutierrez, Management Assistant CREATED BY: Nathan Gutierrez, Management Assistant DATE: 2/24/2022 SUBJECT: Group presentations by Youth Commissioners for projects under consideration for FY 2021-2022 STAFF RECOMMENDATION: Staff recommends youth commissioners present project ideas to be considered for the final Youth Commission project for FY 2021-2022 BACKGROUND: Each year, the Youth Commission is tasked with conducting a final project on an issue that directly impacts local youth in the community with the findings presented to the City Council at a future Council meeting. Recent past projects have included a Public Service Announcement (PSA) around the dangers of teen vaping; and a community event held at Riverwalk Park to inform and educate local teens about the roles and responsibilities of specific departments within the City of Bakersfield. At the January 24, 2022 Youth Commission meeting, three project ideas were presented by subcommittees of members of less than a majority, with a fourth presentation that was delayed until group members are present to allow for discussion and consideration by the full Commission. The four presentation topics under consideration for the final project by Youth Commissioners include: 1. Homeless and Foster Youth Support 2. Safe Social Media and Technology Use for Teens 3. The project will be youth -specific and focus on a subject that is a primary concern for teens in the community. The goal of the project will be to bring awareness and education to the community with findings and actions taken by the Youth Commission to be presented at a future City Council meeting during FY 2022-2023.
