1. ROLL CALL
Commissioners Present: Brar, Tarango, Simpson (seated at 4:45 p.m.), Beardsley,
Thallapalle, Webster, Batth, Mendiburu (A), Yum (A),
Nahama (A) (seated at 4:35 p.m.)
Commissioners Absent: Robledo (A)
2. PUBLIC STATEMENTS

None.
b. Non-Agenda Item Public Statements
Guests Pradeep Thallapalle and Sophia Carrol were introduced and
welcomed to the meeting.
3. SUMMARY REPORT
a. Adoption of the June 19, 2023 Special Youth Commission meeting minutes
Motion to approve Minutes from June 79, 2023, meeting by Commissioner
Tarango, seconded by Commissioner Beardsley. Motion passed 6-0-1
(Thallapalle).
b. Adoption of the March 27, 2023 Youth Commission meeting minutes
Motion to approve Minutes from March 27, 2023, meeting by Commissioner
Webster, seconded by Commissioner Batth. Motion passed 6-0-1
(Thallapalle).
4. NEW BUSINESS
a. Presentation regarding the Ralph M. Brown Act and review of the Youth
Commission Bylaws, by Deputy City Attorney Elizabeth Villanueva
Deputy City Attorney Villanueva presented a powerpoint on the Ralph
M. Brown Act and reviewed the Youth Commission Bylaws.
b. Election of the Chair and Co-Chair of the Bakersfield Youth Commission for
FY 2023-2024
Commissioner Beardsley, Commissioner Brar, and Commissioner Batth were
nominated to serve as Chair for the 2023-2024 Youth Commission.
Vote by ballot. Commissioner Brar was elected as Chair by three out of
seven eligible votes.
Commissioner Thallapalle, Commissioner Webster, Commissioner Tarango,
and Commissioner Simpson were nominated for Co-Chair for the 2023-2024
Youth Commission.
Vote by ballot. An initial vote ended in a tie between Commissioner Webster,
Commissioner Tarango, and Commissioner Simpson. A second vote was
taken with Commissioner Webster, Commissioner Tarango, and
Commissioner Simpson on the ballot. Commissioner Tarango was elected as
Co-Chair by a majority vote of four of the seven eligible votes.
5. STAFF COMMENTS
Management Assistant Gutierrez made staff comments.
Deputy City Attorney Villanueva made staff comments.
6. COMMISSION COMMENTS
Commissioner Brar welcomed the Commission and stressed the importance of
having a quorum.
Commissioner Beardsley requested a brainstorming session for potential Youth
Commission projects be added to the agenda for the next meeting.
7. ADJOURNMENT
The meeting adjourned at 5:12 p.m.
