1. ROLL CALL
Commissioners Present: Brar, Tarango, Valladares-Macias, Simpson, Beardsley,
Thallapalle, Mendiburu(A) (seated at 4:33 p.m.), Woods

3. SUMMARY REPORT
a. Adoption of the November 27, 2023, Youth Commission meeting minutes
Motion to adopt the Minutes from November 27, 2023, meeting by
Commissioner Thallapalle, seconded by Commissioner Woods. Motion
passed with Commissioners Webster and Batth absent.
4. NEW BUSINESS
a. Discussion regarding a referral from Vice Mayor Gonzales from the
November 29, 2023 City Council meeting related to the establishment of a
budget for the Youth Commission.
Management Assistant Gutierrez made staff comments. Assistant City
Manager Scott Andrews made staff comments. Commissioners discussed
the potential establishment of a Youth Commission budget and began
brainstorming a budget proposal.
b. Staff presentation by Apryl Tovar, Public Works Administrative Analyst,
regarding a potential collaboration with Kern Community Foundation as
part of the Youth Commission annual project for FY 2023-2024 to be
completed no later than June 30, 2024
Motion to receive and file the presentation regarding a potential
collaboration with Kern Community Foundation by Commissioner Tarango,
seconded by Commissioner Thallapalle. Motion passed with Commissioners
Webster and Batth absent.
5. DEFERRED BUSINESS
a. Continue discussion and vote on a potential Youth Commission
collaboration with a local community-based organization for the annual
Youth Commission project to be completed no later than June 30, 2024
Motion to collaborate with the Kern Community Foundation at the Give Big at
the Park event to bring out organizations relating to the youth and to reach
out to organizations to encourage youth-focused messaging by
Commissioner Beardsley, seconded by Commissioner Simpson. Motion
passed with Commissioners Webster and Batth absent.
6. STAFF COMMENTS
Management Assistant Gutierrez made staff comments. Public Works
Administrative Analyst Apryl Tovar made staff comments. Deputy City
Attorney Elizabeth Villaneuva made staff comments.
7. COMMISSION COMMENTS
Commissioner Brar requested that City staff look into creating a sample
budget for the Youth Commission to review at the next meeting.
Commissioner Brar requested that City staff reach out to the Kern
Community Foundation regarding tables and to verify the qualification
requirements for nonprofits.
Commissioner Brar requested that City staff research how the Youth
Commission may be able to get a budget through the City's nonprofit.
Commissioner Brar encouraged Commissioners to reach out to nonprofit
organizations to see if they would like to collaborate with the Youth
Commission at the Give Big at the Park event on April 20, 2024.
Commissioner Beardsley emphasized that Vice Mayor Gonzales would like as
many Commissioners as possible to present a Youth Commission budget
proposal at a future City Council meeting.
Commissioner Tarango informed the Commissioners that the Council
Chambers are ADA accessible and meetings can be held there.
