ROLL CALL SPECIAL NOTICE Public Participation and Accessibility May 21, 2021 Bakersfield Youth Commission Meeting On March 18, 2020, Governor Gavin Newsom issued Executive Order N- 29-20, which includes a waiver of Brown Act provisions requiring physical presence of the Council or the public in light of the COVI D-19 pandemic. Based on guidance from the California Governor's Office and Department of Public Health, as well as the County Health Officer, in order to minimize the potential spread of the COVI D-19 virus, the City of Bakersfield hereby provides notice that as a result of the declared federal, state, and local health emergencies, and in light of the Governor's order, the following adjustments have been made: 1. The meeting scheduled for May 21, 2021 at 3:00 p.m. will have limited public access. 2. Consistent with the Executive Order, Youth Commission members may elect to attend the meeting telephonically and to participate in the meeting to the same extent as if they were physically present. 3. The public may participate in each meeting and address the Youth Commission as follows: • If you wish to comment on a specific agenda item, submit your comment via email to the City Clerk at City_Clerk@bakersfieldcity.us no later than 1:00 p.m. prior to the Youth Commission meeting. Please clearly indicate which agenda item number your comment pertains to. • If you wish to make a general public comment not related to a specific agenda item, submit your comment via email to the City Clerk at City_Clerk@bakersfieldcity.us no later than 1:00 p.m. prior to the date of the Youth Commission meeting. • Alternatively, you may comment by calling (661) 326-3100 and leaving a voicemail of no more than 3 minutes no later than 1:00 p.m. prior to the Youth Commission meeting. Your message must clearly indicate whether your comment relates to a particular agenda item, or is a general public comment. If your comment meets the foregoing criteria, it will be transcribed as accurately as possible. Staff recommends the Youth Commission vote to approve moving the monthly meeting location from Council Chambers at City Hall South, 1501 Truxtun Avenue to City Hall North, 1600 Truxtun Avenue, 1st Floor, Conference Room A. Motion by Commissioner Morgan Second by Commissioner Kakarla to Approve. Motion was unanimously approved with Commissioner Dison absent. b. Finalize PSA outline. c. Discuss and finalize first-read script for PSA- Project. Commission discussed the project filming. Commission requested a special meeting be set in May. 5. BACKGROUND: Over the past several months, the Youth Commission has been developing a Public Service Announcement on the dangers of teen vaping for viewing on local television media, the City of Bakersfield website and social media platforms. City staff have been assisting with the development of the PSA script, and will provide further direction on the appropriate format and timing as necessary. "Did you know that the CDC has reported that one in five high school students and one in twenty middle school students currently use e-cigarette devices?" Illnesses (Elizabeth Calley and Sanjna Mizar) "This staggering statistic is incredibly dangerous, especially tight now. People that vape are 5- times more likely to experience symptoms of COVID-19." "Vaping also intensifies the effects of pneumonia, asthma, and valley fever, illnesses that are very prevalent here in the Valley." Myth-Busting (Gina Yum and Emily Bell) "Well, I've heard that vaping is safe. Vapes don't contain nicotine, and they're safer than regular cigarettes." "Actually, that's not true. Vaping is more addictive than smoking traditional cigarettes because of the nicotine salts in vape devices. One JUUL pod actually contains the same amount of nicotine as twenty cigarettes." Educational Attainment(Isaac Morgan and Aditya Kakarla) 2/3 of teachers say that students in their classes are affected by vaping in fact 80% of high school students are exposed to e-cigarette adds. Vaping affects your memory and ability to focus as well as increases irritability Sports (Braedon Burrow and Kevin Dewey) In affecting your school ability vaping also affects your athletic eligibility by damaging your GPA(long version)Vaping effects your ability to focus in class and also on the field. Vaping affects your ability to breath.
