Adoption of the December 18, 2023, Youth Commission meeting minutes Motion to adopt the Minutes from December 18, 2023, meeting by Commissioner Thallapalle, seconded by Commissioner Beardsley. Motion passed unanimously. 4. NEW BUSINESS a. Discussion regarding the proposed Youth Commission budget proposal to present to City Council before March 1, 2024. Fellow Rosica presented Kern Community Foundation's Give Big Kern at the Park budget from 2023. Public Works Administrative Analyst Tovar presented the Honolulu Youth Commission budget. Commissioners discussed potential budget line items and decided on a budget total of $7,500. b. Discussion and vote regarding the location of the Youth Commission meetings Motion to hold a Youth Commission Special Meeting at the City Hall South Council Chambers by Commissioner Beardsley, seconded by Commissioner Webster. Motion passed unanimously. 5. DEFERRED BUSINESS a. Continue discussion and planning the annual project for FY 2023-2024 between the Youth Commission and Kern Community Foundation collaboration for the Give Big Kern at the Park campaign on April 20, 2024 at Riverwalk Park. This item was tabled and will be discussed at a future meeting. 6. STAFF COMMENTS Management Assistant Gutierrez made staff comments. Public Works Administrative Analyst Tovar made staff comments. 7. COMMISSION COMMENTS Commissioner Brar encouraged Commissioners to reach out to non -profits to gauge their interest in collaborating with the Youth Commission at Give Big Kern at the Park. Commissioner Brar also requested that Commissioners email Management Assistant Gutierrez their ideas for budget line items and dates they will be available for the upcoming Special Meeting. 8. BACKGROUND: At the January 22, 2024 Youth Commission meeting, City staff presented a tentative budget based upon the Honolulu Youth Commission. Additional information including potential specific line items were included in the presentation based upon the Kern Community Foundation's "Give Big Kern at the Park" scheduled for April 20, 2024. During the discussion, staff and the Youth Commission discussed potential budget proposals ranging from $2,000 to $15,000. It was determined by vote that $7,500 would be a fiscally responsible request to the City Council to establish a budget beginning in FY 2024-2025. The budget proposal and presentation is the result of a referral from Vice Mayor Gonzales at the November 29, 2023 City Council meeting requesting the Youth Commission provide a brief presentation to propose a starting budget within 90 days. BACKGROUND: At the January 22, 2024 Youth Commission meeting, the item was tabled for discussion at a future meeting due to limited time constraints. During the Youth Commission meeting of December 18, 2023, the Youth Commission voted to collaborate with the Kern Community Foundation (KCF) to specifically assist with preparing for and the day of the Give Big at the Park event scheduled for Saturday, April 20, 2024. The primary objectives of the Youth Commission would be to promote the event to local youth - focused nonprofit organizations and encourage them to attend the event as a Give Big Kern recipient, promoting the event to teens and local youth on social media and provide event support to KCF. STAFF RECOMMENDATION: Staff recommends Youth Commission determination. BACKGROUND: At the January 22, 2024 Youth Commission meeting, Deputy City Attorney Villanueva discussed three options for the Youth Commission concerning the meeting location through the end of FY 2023-2024. Option 1 would be for the Youth Commission to permanently move to Council Chambers through June 2024; Option 2 would be to hold one meeting at Council Chambers and make a determination regarding future meetings thereafter; Option 3 would be to remain in Conference Room A at City Hall North. The Youth Commission discussion concluded with a vote to hold one (special) Youth Commission meeting at Council Chambers to determine the feasibility of future meetings to be held there and make a determination at a later date.
