Notable Items
UPDATE: ERP blackout period moved to March 22
The City of Bakers eld is in the process of updating its Enterprise
Resource Planning (ERP) system to Oracle, bringing improvements
to how the City processes a number of services for the public,
including payments, business licensing, permits and more. The initial
phase of launching this new ERP system will begin in March 2024.
The launch of these new systems will require a “blackout” period
during which certain functions will be unavailable. The blackout

period begins at 3 p.m. on March 22 and is expected to last until
April 1.
Functions that will be unavailable during the blackout include
payment transactions for Business licenses, special events and/or
business permits, planning and building applications, building
permits, inspections, pet licenses. Also during that period, City of
Bakers eld cashiering stations – including City Hall North (1600
Truxtun Avenue) – will be of ine and unavailable for taking any of
the transactions listed above. During this time, the City will also
delay payments to vendors as well. Online payments for Solid Waste
and Wastewater billing will continue as normal. Business
transactions for the City of Bakers eld Animal Care Center will
remain operating as normal.
On April 1, Oracle Financials and Teller Cashiering will go live.
The City thanks the public for its patience and understanding as
these improvements are completed.
Homebuyer workshop set for March 16
The City of Bakers eld and the Ventura
County Community Development
Corporation (VCCDC) are partnering to
host a free Homebuyer Workshop from 10
a.m. to 3 p.m. on Saturday, March 16 at the
Armstrong Youth Center (801 Niles
Street).
Led by industry experts, this workshop will
provide prospective homebuyers with
information about down payment assistance, mortgages, and other
helpful tips in the process of homebuying.
VCCDC will also interested parties to resources with Down Payment
Assistance and/or First-Time Homebuyer loans.

Homebuyer Workshop registration
Local businesses receive $65,000 in Entrepreneurship
grants
A pair of local businesses received checks totaling $65,000 in grant
funding this week, money that will be used for improvements and
expansion, part of the City's Entrepreneurship Grant Program.
Foxtail Lounge ($40,000) and Acacia Chiropractic ($25,000) will
receive their Entrepreneurship Grant Program awards at this week's
Kern Community College District's meeting on Thursday, March 14.
The two local businesses will use these grants for expansion and
payroll costs.

Since launching in July 2023, the Entrepreneurship Grant Program
has awarded $600,000 to 63 local small businesses and non-pro t
organizations. The program is a partnership between the City’s
Economic & Community Development Department, Bakers eld
College Launchpad, the California State University, Bakers eld Small
Business Development Center and Extended Education and the Kern
County Black Chamber of Commerce and implements the City
Council's strategic goal of strengthening and diversifying the local
economic base using American Rescue Plan Act-allocated funds.

Rec & Parks to receive two-year grant to combat
drowning, sugary drinks consumption
This week Recreation & Parks staff were told by Kaiser Permanente
that the City will receive a $50,503 grant to continue programs such
as discounted swim lessons and free summer season swim passes for
the next two years.

The grant allows Rec & Parks to continue
those important preventative measures, as
well as battling sugary beverage
consumption. Thanks to funding from
Kaiser Permanente, the Bakers eld
Operation Splash grant will offer 465
discounted swim lessons and 200 free
summer season swim passes to income
eligible participants, as well as healthy
beverage education for all swim participants in 2024 and 2025.
Complete Streets Leadership Seminar set for Monday,
March 18; public feedback wanted
Local stakeholders, advocates and residents will have a chance to
help shape how pedestrians, bicyclists and motorists use Bakers eld
roadways at an upcoming Complete Streets Leadership Seminar
from 9 a.m. to noon on Monday, March 18 at Lino's Venue (1931 H
Street).
This event will be hosted by Blue Zones Project Bakers eld, in
partnership with the City of Bakers eld. This seminar will explore
the essence of Complete Streets – a philosophy that advocates for

safe, accessible and enjoyable
thoroughfares for pedestrians, cyclists and
motorists alike. Beyond mere
infrastructure, it is about fostering
communities where mobility knows no
bounds.
Active transportation and Complete
Streets experts Dan Burden and Paul
Zykofsky will lead the seminar and share
best practices and elements for best
effective complete streets policies.
The event is free to attend, and the public can register online at

Local groups celebrate park adoptions
The City of Bakers eld's Recreation &
Parks Department continues to see more
groups participating in its Adopt-A-Park
program.
On Monday, Centennial High School's Dog
Days Virtual Enterprise Business was the
latest to adopt a park, taking over the
Coffee Road Linear Park, including its dog park.
With that adoption, 12 of the Recreation & Parks Department's 60-
plus parks have been adopted.
On Friday, Ward 7 Councilmember Manpreet Kaur joined members
of the Atrevete Vive Mejor community group to celebrate its recent
adoption of Stonecreek Park.

Both groups will coordinate cleanups at the parks over the next year,
helping to beautify them and instill a sense of community pride.
Once the groups ful ll their commitment through six months, they
will receive a sign as of cial park adopters.

Request For Quali cations released seeking support for
General Plan Update
The City of Bakers eld has released a Request For Quali cations
(RFQ) from Community-Based Organizations (CBO) to support and

conduct community outreach and
engagement related to the Bakers eld
2045 General Plan Update project.
The City will partner with up to four CBOs
through a contract agreement not to
exceed $5,000 each, for a total of $20,000.
The purpose of this desired agreement and
formation of the Community-Based
Outreach Team is to facilitate collaboration between CBOs and the
City to assist in community engagement and information-gathering
efforts related to Bakers eld RISE.
The City recognizes that CBOs possess a deep understanding of
Bakers eld communities due to their grassroots involvement, direct
interactions with residents, and localized knowledge stemming from
their active engagement within the community. The City seeks CBO
partnerships to ensure a comprehensive and inclusive approach to
community engagement that re ects residents' diverse perspectives
and needs city-wide.

Request For Quali cations
Almost 50,000 pounds of trash and metal dropped at
monthly pop-up trash event
More than 20,000 pounds of trash and
another 25,000 pounds of metal were
dropped off at the Solid Waste Division's
second pop-up large item drop-off event of
the year on Saturday, March 9 at the
Bakers eld Sports Village.

In total, 21,150 pounds of trash and 25,650 pounds of metal were
brought by 479 vehicles during the event, in addition to 1,140
pounds of recycling, 25 tires and 67 mattresses.
For the year, 65,510 pounds of trash have been dropped off at the
two events so far. These events - held since January 2021 - are part
of Bakers eld's Clean City Initiative.

Parking lot at Park at River Walk closed for police
motorcycle competition, park remains open to public

The Bakers eld Police Department will
host a Motorcycle Competition at the Park
at River Walk (11298 Stockdale Highway)
from 7 a.m. to 10 p.m. on Friday, March 15
and Saturday, March 16.
As a result, the parking lot at the park will
be closed during the competition. Vehicle
access will be blocked at the entrance. The
park itself will remain open to the public
throughout, however.
The competition is also open to the public
and is free to attend. Food vendors will also
be on-site for park visitors and those
watching the competition.
Bakers eld Sports Village closed for special event,
traf c impacts expected
The Bakers eld Sports Village will be closed on Friday, March 15 for
a third-party special event.
Boots in the Park will be held at Bakers eld Sports Village (9001
Ashe Road) from 4:30-11 p.m. that day.
Event organizers also expect heavier than normal traf c on Ashe
Road and possibly other nearby roads beginning around 3 p.m. the
same day as a result of the event.
Post-event disassembly over the weekend may also cause impacts to
traf c.
Drivers are advised to use alternate routes during these times.
Partial closure of Kern River Parkway multi-use trail
planned

A repaving project on the Kern River Parkway multi-use trail will
require a temporary partial closure of the path.
Starting Monday, March 18, the newest part of the path – from
Canterbury Court to the previously-existing path – will be closed as
heavy equipment will be in the area to repave a section of the path.
That section will remain closed through Thursday, March 21.
Signage alerting riders of the upcoming closure will be posted. The
closed portion of the path is expected to re-open by Friday, March
22. The City thanks the public for its patience and understanding
during the completion of these improvements.
Please note: Construction work may be postponed and rescheduled
without notice due to inclement weather and other unforeseen
conditions.
