Notable Items
ERP blackout period begins today, March 22
The City of Bakers eld is in the process of updating its Enterprise
Resource Planning (ERP) system to Oracle, bringing improvements
to how the City processes a number of services for the public,
including payments, business licensing, permits and more. The initial
phase of launching this new ERP system begins this month.
The launch of these new systems will require a “blackout” period
during which certain functions will be unavailable. The blackout

period begins at 3 today, March 22 and is expected to last until April
1.
Functions that will be unavailable during the blackout include
payment transactions for Business licenses, special events and/or
business permits, planning and building applications, building
permits, inspections, pet licenses. Also during that period, City of
Bakers eld cashiering stations – including City Hall North (1600
Truxtun Avenue) – will be of ine and unavailable for taking any of
the transactions listed above. During this time, the City will also
delay payments to vendors as well. Online payments for Solid Waste
and Wastewater billing will continue as normal. Business
transactions for the City of Bakers eld Animal Care Center will
remain operating as normal.
On April 1, Oracle Financials and Teller Cashiering will go live.
The City thanks the public for its patience and understanding as
these improvements are completed.

Blue Zones hosts Complete Streets Leadership Seminar
In an effort to discuss and nd solutions for safer, more accessible
thoroughfares, Blue Zones Bakers eld hosted a Complete Streets
Leadership Seminar this week in partnership with the City.
Active transportation and Complete Streets experts Dan Burden and
Paul Zykofsky led the two-day seminar, which included a walking
tour through City streets. Vice Mayor Andrae Gonzales (Ward 2),
Councilmembers Bob Smith (Ward 4) and Manpreet Kaur (Ward 7),
along with City and Blue Zones staff and local stakeholders were on
hand, participating in both days of the seminar.

"To come to Bakers eld, we're really here to bring the Blue Zones
people in close alignment with the Public Works folks and to show
that they're a team," said Burden. "Combined, they'll be able to do a
lot of things that Public Works can't do alone and Blue Zones
certainly can't do alone and then to show how challenging it is right
now for a pedestrian or bicyclist to use intersections."
While many local roadways were designed with motor vehicles in
mind, the City is taking steps to change the narrative with the
adoption of a Complete Streets ordinance last fall.

Hundreds of children gathered at the Dr. Martin Luther King Jr.
Community Center Friday afternoon to kick off spring break with the
annual Eggstravaganza.

Along with games, information booths and giveaways, an egg hunt
was held where hundreds of plastic eggs lled with chocolates and
candy were picked up by those participating.

Dozens attend homebuyer workshop, next event set for
May 18
The City of Bakers eld and the Ventura County Community
Development Corporation (VCCDC) will continue to help individuals
achieve the goal of homeownership with another scheduled
Homebuyer Workshop in May.
On Saturday, March 16, dozens attended the Armstrong Youth
Center to learn more about the process to purchase their own home,
including getting information on down payment assistance,
mortgages and other tips.
Another in-person Homebuyer Workshop is scheduled for May 18 at
the Dr. Martin Luther King Jr. Community Center (1000 S. Owens
Street).
The workshops are held in English and Spanish.
Anyone interested should register using the link in the button below,

City expands Business Security Improvements Grant
program
The City is expanding its Business Security Improvements Grant
program, making an additional $500,000 available to local small
businesses and non-pro t organizations in an expanded eligibility
area.
Quali ed applicants will be eligible to receive grants of up to $5,000
for improvements such as installing alarm systems, security cameras,
lighting, and repairing damaged or destroyed windows and up to
$25,000 for site-hardening improvements.
The eligibility area has also been expanded to include some locations
outside of Quali ed Census Tracts, making more businesses eligible
than during the previous iteration of the program.

BPD to host International Association for Identi cation
seminar
Forensic professionals from throughout the state will descend upon
Bakers eld next month for the California State Division of the
International Association for Identi cation's 108th annual
Educational Training Seminar.
The CSDIAI announced the Bakers eld Police Department will host
the seminar from April 22-26 at the Bakers eld Marriott.
Julie Weil, of the Not Just Me Foundation, will be the keynote
speaker on April 22 and International Association for Identi cation
president Domingo Villarreal will be the keynote speaker on April 25.
Rec. & Parks continues to see groups adopt local parks
The Recreation & Parks Department's Adopt-A-Park program
continues to be a popular avenue for residents to show their
community pride.
This week Familia Díaz of cially signed up as adopters of Jefferson
Park and met with members of the City's Park Rangers, going over
safety guidelines and best practices.
As part of the Adopt-A-Park program, groups coordinate cleanups at
their parks over the course of a year, helping to beautify them and
instill a sense of community pride.

Once a group ful lls its commitment through six months, they will
receive a sign as of cial park adopters.
So far, nine of the City's 60-plus parks have been adopted.

City holds community meetings, provides updates on
TCC grants
Residents in the Southeast Strong neighborhood were given updates
on the status of the Transformative Climate Communities grant this
week, along with information on another grant aimed at helping
provide funding for projects.

This week the Economic & Community Development Department
held multiple community meetings to provide residents an update on
the funding and to discuss an Environmental Protection Agency
grant that could potentially be used for projects in the area.

Bakers eld Fire keeps busy in community
This week was a busy one for the Bakers eld Fire Department in the
community.
On March 16, members of BFD attended the Black Family Wellness
Expo at Lowell Park then participated at the Bakers eld College
Public Safety Career Day. Members of Bakers eld Fire wrapped
things up at Old River Elementary’s Celebrity Reader Day.

Request For Quali cations released seeking support for
General Plan Update
The City of Bakers eld has released a
Request For Quali cations (RFQ) from
Community-Based Organizations (CBO) to
support and conduct community outreach
and engagement related to the Bakers eld
2045 General Plan Update project.
The City will partner with up to four CBOs
through a contract agreement not to
exceed $5,000 each, for a total of $20,000. The purpose of this

desired agreement and formation of the Community-Based
Outreach Team is to facilitate collaboration between CBOs and the
City to assist in community engagement and information-gathering
efforts related to Bakers eld RISE.
The City recognizes that CBOs possess a deep understanding of
Bakers eld communities due to their grassroots involvement, direct
interactions with residents, and localized knowledge stemming from
their active engagement within the community. The City seeks CBO
partnerships to ensure a comprehensive and inclusive approach to
community engagement that re ects residents' diverse perspectives
and needs city-wide.
