A RESOLUTION DETERMINING THAT RISK
TERRAIN MODELING CRIME ANALYSIS

THROUGH THE USUAL BIDDING PROCEDURES
AND AUTHORIZING THE FINANCE DIRECTOR
TO DISPENSE WITH BIDDING THEREFORE, NOT
TO EXCEED $143,000
WHEREAS, the City of Bakersfield Police Department (BPD) is tasked with
preventing and reducing crime; and
WHEREAS, the BIPD's Crime Reduction and Prevention Strategy involves
evidence-based, data-driven approaches to impacting crime trends, crime
locations, and the specific people who commit crimes; and
WHEREAS, SIMSI Inc., is the sole provider of Risk Terrain Modeling (RTM)
through its licensed software, RTMDx, and purveyor of its scientifically validated
approach to impacting location-based crime trends; and
WHEREAS, RTMDx and the professional analyst support provided for Risk
Terrain Modeling is a central component of the BPD's locafion-based crime
reduction and prevention strategy; and
WHEREAS, the Finance Director has determined and has recommended
City Council find, that the purchase of RTMDx, software can only be reasonably
obtained from one vendor, SIMSI Inc., because it is the sole licensed provider of
proprietary software for Risk Terrain Modeling and has recommended that
Council authorize the finance director to dispense with bidding requirements in
accordance with subsection D.2 of Section 3.20.060 of the Bakersfield Municipal
Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The above recitals are true and correct and are incorporated herein by
reference.
2. The Council hereby finds that the purchase of RTMDx software, to be
used exclusively by the Bakersfield Police Department, can only be
reasonably obtained from one vendor, SIMSI Inc., for the reasons set
forth above.

3. The Finance Director is authorized to dispense with bidding therefore in
accordance with Section 3.20.060 of the Bakersfield Municipal Code
and to negotiate the purchase of same as needed, for a total not to
exceed amount of One Hundred Forty-Three Thousand Dollars
($143,000).
1 HEREBY CERTIFY that the foregoing Resolution was passed and adopted
by the Council of the City of Bakersfield at a regular meeting thereof held on

To Whom It May Concern:
Simsi, Inc. is an independently operated company formed in partnership with Rutgers
University.
Simsi is the sole and exclusive licensor of Risk Terrain Modeling, RTMDx software and related
products.
RTMDx is software for Risk Terrain Modeling (RTM), RTMDx is a cloud-based
software-as-a-service that is only available by subscription with Simsi.
Simsi is the sole source provider of RTMDx software. It is not sub-licensed to any other vendor
or entity for resale or redistribution, in any form.
