A RESOLUTION DETERMINING THAT MERIDIAN
ARCHER BARRIERS CANNOT BE REASONABLY
OBTAINED THROUGH THE USUAL BIDDING
PROCEDURES AND AUTHORIZING THE
FINANCE DIRECTOR TO DISPENSE WITH
BIDDING THEREFORE, NOT TO EXCEED
$3'95,000
WHEREAS, the City of Bakersfield Police Department (BPD) is tasked with
providing policing services to the public; and
WHEREAS, CITY sponsored events are attracting larger crowds and
additional safety equipment is needed to ensure the safety of the attendees; and
WHEREAS, Meridian Archer Barriers can provide a safety barrier that
protects the public and can be used at the convenience of BPD staff during
such events; and
WHEREAS, the Finance Director has determined and has recommended
City Council find, that the purchase of Meridian Archer Barriers can only be
reasonably obtained from one vendor, Meridian Rapid Defense Group, LLC.,
because it is the sole source and has recommended that Council authorize the
Finance Director to dispense with bidding requirements in accordance with
subsection D.2 of Section 3.20.060 of the Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows.
1 . The above recitals are true and correct and are incorporated herein by
reference.
2. The Council hereby finds that the purchase of Meridian Archer Barriers,
to be used exclusively by the Bakersfield Police Department, can only
be reasonably obtained from one vendor, Meridian Rapid Defense
Group LLC., for the reasons set forth above.
3. The Finance Director is authorized to dispense wifh bidding therefore in
accordance with Section 3.20.060 of the Bakersfield Municipal Cade
and to negotiate the purchase of same as needed, for a total not to
exceed amount of Three Hundred Ninety-Five Thousand Dollars
($395,000).

I HEREBY CERTIFY that the foregoing Resolution was passed and adopted
