HomeMy WebLinkAboutRES NO 154-2023 RESOLUTION NO. 154 - 2023 RESOLUTION OF THE CITY OF BAKERSFIELD AUTHORIZING THE SUBMISSION OF THE GRANT APPLICATION FOR CALIFORNIA AIR RESOURCES BOARD ADVANCED TECHNOLOGY DEMONSTRATION AND PILOT PROJECTS AND APPROVAL OF CITY'S IN-KIND AND MATCHING FUNDS IN AN AMOUNT NOT TO EXCEED ONE MILLION THREE HUNDRED THOUSAND DOLLARS ($1,300,O00). WHEREAS, the State of California recently passed Assembly Bill 1389 ("AB 1389"), which created new opportunities for funding applied research projects related to alternative and renewable fuel and vehicle technologies; and WHEREAS, the California Air Resources Board for Advanced Technology Demonstration and Pilot Projects program ("CARB") was appropriated Clean Transportation Incentives funds in the state budget; and WHEREAS, the City of Bakersfield as the Primary Applicant and Identified End User ("APPLICANT") is authorized to apply for and accept an Advanced Technology Demonstration and Pilot Project grant ("Grant") if awarded, and authority to execute all related documents; and WHEREAS, the City has previously funded the relocation of SineWatts, Inc. and compensated SineWatts to develop a strategy for leveraging AB 1389 funding to implement an alternative and renewable energy technology project; and WHEREAS, the City with SineWatts as the Primary Technology Developer ("Partner") proposes a Zero-Emission Off-road, Agriculture Equipment Project ("Project") as a priority for funding and will support and enable zero--emission adoption at the municipal level; and WHEREAS, the Project will advance innovative and economically viable technologies into the commercial marketplace while supporting the State's equity and emission reduction goals and benefiting disadvantaged, low-income, and underserved populations within Bakersfield and Kern County; and WHEREAS, the Project allows the City an opportunity to create significant economic development prospects for the community of Bakersfield and the region by creating high paying research and development, commercialization, and manufacturing jobs; and WHEREAS, the City will provide in-kind and cash matching funds at - Page 1 of 3 Pages- percent (15%) of the City's grant budget request in an amount not to exceed ONE MILLION THREE HUNDRED THOUSAND DOLLARS ($1,300,000); and WHEREAS, the City can fund 100 percent (100%) of these costs, of which the eligible expenses will be reimbursed by the granting agency. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Bakersfield as follows: 1 . The above recitals are true and correct and incorporated herein by reference. 2. the City Council authorizes the City to provide in-kind and cash matching funds at 15 percent (15%) of the City's grant budget request in an amount not to exceed ONE MILLION THREE HUNDRED THOUSAND DOLLARS ($1,300,000). 3. The City of Bakersfield appoints the City Manager, or designee, as agent of the APPLICANT, is authorized to conduct all negotiations and execute and submit all documents and any other necessary documents relating to the application. 4.
