(ELI) was contracted by Shaukat Ali, the owner of The Spot Food Mart to remove a waste oil tank from their property at 3699 Wilson Road, in Bakersfield, Kern County, California 93301. The land is owned by, which operates a gas station and food market at the property. Removal of the waste oil underground storage tank (UST) was conducted from March 4th to March 6th, 2024 at the location shown in Figure 1 (above.) This report presents a description of the tasks completed during the removal of the waste oil UST, including a chronology of events, photographic documentation of the project, results of invert soil sampling completed with the Bakersfield Fire Department beneath the former UST location, chemical testing of invert samples, and the hazardous waste manifests and bills of lading generated as a result of this project. N UST Location Approximate Scale: 1” = 50’ Hazardous Waste Tank Closure Summary Report May 7, 2024 The Spot Food Mart 3699 Wilson Road, Bakersfield, California 93301 Page 2 The site is a converted vehicle fueling and service station currently developed as “The Spot Food Mart.” The subject site is located in a commercial area along the southern side of Wilson Road in the city of Bakersfield, California. The tank requiring removal was a fiberglass and steel waste oil UST was located north of the northwestern corner of the Food Mart building in an area of concrete pavement and concrete-bermed landscaped planters (Photo 1). Union 76 operates a passenger vehicle gasoline and diesel fueling station at this address. The fuel tanks are located approximately 75 feet west of the waste oil tank in an area southwest of the dispenser pumps (Photo 2). 2.0 DESCRIPTION OF REMOVAL ACTIVITIES Photographs taken during field activities are presented in Appendix A. The following tasks were included in ELI’s scope of services for this project:  Underground Storage Tanks - Permanent Tank Closure Application was applied for from the Bakersfield Fire Department, the Certified Unified Program Agency (CUPA) in charge of USTs in the Bakersfield area.  A work plan was submitted to the CUPA for approval prior to conducting field operations.  Underground Service Alert (USA) was contacted more than 2 days prior to the beginning of earthwork. USA Digalert Ticket No. 2024021200797 was valid from February 26, 2024 at 07:00 am until March 2, 2024 at 11:59 pm.  A site specific Health and Safety plan was prepared for the site work.  The work space was secured with caution tape, barricades, and no smoking signs.  Tanks were rinsed on March 4, 2023. Approximately 400 gallons of rinsate was removed using a vacuum tanker and transported to the designated disposal facility (Hazmat, TSDF in Bloomington, CA) under Non-Hazardous Waste Manifest No. 024412630JJK (Non-RCRA Hazardous Waste Liquid (oily water).  Surface pavement and concrete was removed (March 4, 2024).  The top and sides of the UST were exposed by backhoe excavation (March 4, 2024).  Approximately 20 cubic yards of concrete and gravel backfill was disposed of as Non-Hazardous Waste Solid under Non-Hazardous Waste Manifest No. NH-309887B  The UST was disconnected from waste oil fill pipe and the PVC piping lines were sealed with caps and PVC glue (on March 5, 2024).  Tank was inerted with Dry Ice 20.30 pounds for 1,000 gallons.  4-Gas Meter Reading: In tank, in ground, at 21.1% O2, 0.00% flammable vapors (as pentane) on March 4, 2024 at 08:08 am and subsequent readings thereafter. 4-Gas Meter was made by Industrial Scientific and the model number is the Ventis MX4. The readings were observed by Malcolm Moore, Hazardous Materials Specialist with the Bakersfield Fire Department.  On March 5th, 2024, the tank and associated piping (approximately 20 cubic yards) was transported to the designated disposal facility (Hazmat, TSDF in Bloomington, CA) under Non- Hazardous Waste Tank Closure Summary Report May 7, 2024 The Spot Food Mart 3699 Wilson Road, Bakersfield, California 93301 Page 3 Hazardous Waste Manifest No. 309884B-1. An additional bin of excavated tank backfill (20 cubic yards) was transported to the designated disposal facility (Hazmat, TSDF in Bloomington, CA) under Non-Hazardous Waste Manifest No. 309884B. The concrete pavement and surface structures were transported to the Griffith Company in Bakersfield, California for recycling under Bill of Lading No.: BOL309884. Waste Manifests are presented in Appendix B.  Surface soil sampling was conducted in the area of excavation at the locations shown on Figure 2. Samples were tested for Volatile Organics by EPA Method 8260B, As well as CUPA selected metals (cadmium, chromium, lead, nickel, and zinc). Testing was performed by Enviro-Chem Laboratories, in Pomona, California, a California State Certified chemical testing laboratory for the analyses selected.  The Bakersfield Fire Department Permit #23-10000791, approved on December 7, 2024, Certified Closure at 09:40 AM on March 5, 2024.  The resulting excavation was backfilled with clean fill, compacted and resurfaced as parking for the current business.  This Hazardous Waste Tank Summary Report was prepared describing the work performed as part of the UST closure activities for The Spot Food Mart. 3.0 RESULTS OF SAMPLING AND CHEMICAL TESTING 3.1 Soil Sampling Four soil samples were collected from within the area of tank excavation, at a depth of 2 feet and 6 feet below the invert (bottom) of the tank. Samples were labeled with the letter “I” for invert, either the letter “N” for north end of the tank, or “S” for the south end of the tank, and the depth at which the sample was collected (2’ or 6’). The locations of the samples were recorded in the field using measurements and field maps from existing landmarks and photograph documentation. The sample locations are presented on Figure 2. The tank excavation was observed to be filled with pea gravel (1” minus in diameter), while native soil appeared to be silty fine to coarse sand. Soils were generally medium to light brown with depositional stratification observed in the sidewalls of the excavation. No staining, hydrocarbon odor, or hydrocarbon vapor was detected on monitoring instrumentation during excavation or completion of soil sampling. 3.2 Chemical Testing Results At the direction of the Bakersfield Fire Department, the four samples were tested for Volatile Organic Compounds (VOCs) by Environmental Protection Agency (EPA) Method 8260B and for Total Metal Concentrations for Cadmium, Chromium, Lead, Nickle and Zinc by EPA Method 6010B/7000 Series. VOCs were not detected at concentrations above instrument detection limits in all four samples. Additionally, metals concentrations were below hazardous concentrations as defined by the State of California for all four samples. Copies of the laboratory reports for the chemical testing program are presented in Appendix C. Hazardous Waste Tank Closure Summary Report May 7, 2024 The Spot Food Mart 3699 Wilson Road, Bakersfield, California 93301 Page 4 4.0 HAZARDOUS WASTE TANK CLOSURE CERTIFICATION The City of Bakersfield Fire Department is the CUPA for this site and has established criteria for closure of unused tanks. The tasks described in the work plan and permit issued by the CUPA have been completed and the tank has been certified as closed by CUPA representatives. A copy of the tank closure certification is provided in Appendix D. 5.0 CONCLUSIONS AND RECOMMENDATIONS No evidence of contamination was noted during tank removal activities or by the chemical testing program of invert samples collected from soil beneath the tanks. The tank and surrounding material have been removed and all materials removed from the site were properly disposed of at permitted facilities for each waste stream. The resulting excavation has been backfilled with clean fill and resurfaced as parking for the current business. Based on the evidence gathered during the closure of this UST, further investigation or remediation activities do not appear warranted at this time. ELI recommends that the CUPA issue a certification for permanent tank closure. 6.0 LIMITATIONS This Hazardous Waste Tank Closure Summary Report has been prepared for our customer The Spot Food Mart. This report was prepared to address the needs and requirements of the customer and may not meet the needs of other users. It is possible that variations exist beyond or between points explored during the course of sampling, and that changes in conditions can occur in the future due to the works of man, contaminant migration, broadening of knowledge, variations in rainfall, temperature, and/or other factors not apparent at the time that this summary report was prepared. The services performed by ELI have been conducted in a manner consistent with the level of care and skill ordinarily exercised by members of our profession currently practicing under similar conditions in the site vicinity. No warranty is expressed or implied.
