3. ADOPTION OF THE SEPTEMBER 12, 2023, SPECIAL AGENDA SUMMARY REPORT
Motion by Councilmember Gray to adopt the September 12, 2023, Special Agenda
Summary Report. Motion approved with Councilmember Kaur absent.
4. REPORTS
None.
5. DEFERRED BUSINESS
None.
6. NEW BUSINESS
A. Update regarding Park Ranger and Civil Citation Process for Committee
discussion and feedback.
(Informational item; staff recommends receive and file).
Park Ranger Manager Owens made staff comments and provided a PowerPoint
Presentation.
Recreation and Parks Assistant Director Budak, City Attorney Gennaro, Building
Director Burns, Park Ranger Supervisor Dobbs and Recreation and Parks Director
Anthony made additional comments.
City Attorney to research what top ten cities and survey cities do regarding park
hours. Recreation and Parks to provide update as to why they need to issue
citations, ie. What types of crimes are they observing that warrant need for
citations, etc. Building Department to provide information on Data Ticket.
Motion by Councilmember Arias to receive and file report. Motion approved with
Councilmember Kaur absent.
7. COMMITTEE COMMENTS
Councilmember Gray expressed appreciation discussing and evaluating issues with
the new Park Ranger Program.
Chair Arias expressed appreciation for the efforts in keeping the parks safe due to the
Park Ranger Program.
