Motion by Councilmember Gray to adopt the September 12, 2023, Special Agenda
Summary Report. Motion approved with Councilmember Kaur absent.

A. Update regarding Park Ranger and Civil Citation Process for Committee
discussion and feedback.
(Informational item; staff recommends receive and file).
Park Ranger Manager Owens made staff comments and provided a PowerPoint
Presentation.
Recreation and Parks Assistant Director Budak, City Attorney Gennaro, Building
Director Burns, Park Ranger Supervisor Dobbs and Recreation and Parks Director
Anthony made additional comments.
City Attorney to research what top ten cities and survey cities do regarding park
hours. Recreation and Parks to provide update as to why they need to issue
citations, ie. What types of crimes are they observing that warrant need for
citations, etc. Building Department to provide information on Data Ticket.
Motion by Councilmember Arias to receive and file report. Motion approved with
Councilmember Kaur absent.
7. COMMITTEE COMMENTS
Councilmember Gray expressed appreciation discussing and evaluating issues with
the new Park Ranger Program.
Chair Arias expressed appreciation for the efforts in keeping the parks safe due to the
Park Ranger Program.

BACKGROUND: At the October 26`h, 2023 Safe and Healthy Neighborhoods Committee (Committee)
meeting, the Recreation and Parks department was requested to provide an update as to why there is a
need to issue citations to the Committee. More precisely, what type of crimes are the Park Rangers
observing that warrant issuing of citations. The attached report and presentation provide updates on the
Park Ranger program along with justification for the ability to issue citations.
FISCAL IMPACT: At this time, there is no impact to the General Fund or PSVS funds.

SUBJECT: PARK HOURS OVERVIEW
PARK HOURS
On October 26, 2023, the Safe and Healthy Neighborhoods Committee held a meeting
wherein staff provided a Park Ranger Update. Part of the discussion centered around
changing City's park hours. Specifically, Park Staff would like "dusk to dawn" or outlining
park hours based on month of the year (April -October; November -March). It is important
to note that the City's park hours have been addressed and vetted numerous times in the
past thirty years, including having an ordinance that laid out the hours from "dusk to
dawn" and then subsequently going back to specific hours of operation.
Attached is a summary of park hours for the top ten cities (our counterparts) and the
survey cities. Only 4 of the top ten cities list their park hours in their municipal code,
meaning that only those 4 cities can cite for park hour violations; the remaining 6 top ten
cities do not have an enforcement mechanism. In terms of the survey cities, 6 list their
park hours in their municipal code, including County of Kern. For these reasons, out office
recommends that park hours stay "as is" (6:OOam-10:OOpm) in order to remain consistent
and avoid discretionary enforcement.
