Code: Ordinance Amending Various Sections of Title 17 of the
Bakersfield Municipal Code regarding Section 17.22.040 (Food
Vending Vehicles); Section 17.04.078 (Small Distillery/Small
Breweries); and Section 17.64.080 (Text Amendments). Notice of

hearing closed.
Motion by Commissioner Koman, seconded by Commissioner Bittle, to
approve Consent Public Hearing Items 5.a., 5.b., 5.c., 5.d., 5.e., 5.f, 5.g.,
5.h., 5.i., and 5. j. with staff recommendation. Commissioner Bashirtash
abstained on Item 5.f.
NON-CONSENT PUBLIC HEARINGS
a. Zone Change No. 22-0097 /Planned Development Review No. 22-
0332: McIntosh & Associates, on behalf of Finley Park Properties, LLC
(property owner) is requesting a zone change from a P.U.D. (Planned
Unit Development) zone to R-2/P.U.D. (Limited Multiple-Family
Dwelling/Planned Unit Development) zone and a planned
development review to allow the development of a phased 134-unit
duplex development on 20-acres, located at 5200 Old Farm Road.

Motion by Commissioner Neal, seconded by Commissioner Bittle, to APPROVED
approve Consent Public Hearing Items 6.a. with the additional
condition that speed calming techniques be required for the WADE ABSENT
planned development.
7. COMMUNICATIONS
Planning Director Johnson informed the comm1ss1on on the next
meeting that will take place on October 6, 2022. Commission shall
receive an environmental impact report, he advised them to review it
before the next meeting.

COMMISSION COMMENTS
Commissioner Neal thanked staff and applicant for answering all her
questions pertaining to item 6.a.
ADJOURNMENT
There being no further business, Chair Cater adjourned the meeting at
6:33 p.m.
