Translators, for Spanish and Punjabi speakers, were asked to
translate to members of the audience regarding how public
statements can be made during the meeting. No other comments
from the public.

CONSENT ITEMS
a. Approval of Minutes: Regular Planning Commission Meeting of
September 15, 2022.
Motion by Commissioner Bittle, seconded by Commissioner Koman, to
approve Consent Calendar Non-Public Hearing Item 4.a, with staff
recommendation. Motion approved.

5. CONSENT PUBLIC HEARINGS

a. Vesting Tentative Tract 7417: McIntosh & Associates is requesting to
subdivide 12.50 acres into 49 single-family residential lots and 1
sump lot, located north of Paladino Drive, east of Queen Street.
Mitigated Negative Declaration on file.
b. General Plan Amendment/Zone Change No. 22-0104: Swanson
Engineering, Inc., is proposing a General Plan Amendment and
Zone Change on 19 .35 acres located on the north of Fairview Road
between Monitor Street and S. Union Avenue. The Request
includes: ( 1) an amendment of the Metropolitan Bakersfield
General Plan land use designation from LR (Low Density Residential)
to GC (General Commercial) or a more restrictive designation; and
(2) a change in zone classification from R-1 (One Family Dwelling)
to C-2/PCD (Regional Commercial/Planned Commercial
Development) or a more restrictive district. Mitigated Negative
Declaration on file.
Public hearing open and closed.
Motion by Commissioner Koman, seconded by Commissioner Bittle, to
approve Consent Public Hearing Items 5.a., 5.b. with staff
recommendation. Commissioner Neal abstained on Item 5.b.
NON-CONSENT PUBLIC HEARINGS
a. General Plan Amendment/Zone Change No. 21-0184: Majestic
Realty Co. is proposing a General Plan Amendment and Zone
Change on approximately 90.5 acres generally located at the
northwest corner of Hosking A venue and South H Street. The request
includes: an amendment of the Metropolitan Bakersfield General
Plan Land Use Element from GC (General Commercial) to LI (Light
Industrial) on approximately 56.75 acres to facilitate construction of
a distribution warehouse; and a change in zone classification from
m C-2/PCD (Regional Commercial-Planned Commercial
Development Combining) to M-1 (Light Manufacturing) on
approximately 56.75 acres, and a change in zone classification from
C-2/PCD to exclusive PCD (Planned Commercial Development) on
33.7 5 acres to facilitate future commercial development. An
Environmental Impact Report will also be considered.
Staff report given. Public hearing open. Nine people spoke in favor.
One person spoke in opposition. Rebuttal given by two people in
favor and one in opposition. Public hearing closed. Commission
deliberated.

Motion by Commissioner Koman, seconded by Commissioner Neal,
to approve Consent Public Hearing Items 6.a. with all staff
memorandum and recommendation.
COMMUNICATIONS
Planning Director Johnson thanked his staff, Kassandra Gale and Jennie
Eng, Principal Planners for their hard work on large projects. He also
informed the Commission on the next meeting that will take place on
October 20, 2022 which will include a workshop on hillside development.
COMMISSION COMMENTS
Commissioner Koman and Vice Chair Bashirtash thanked staff for all of
the work that they did in preparation for item 6.a.
ADJOURNMENT
There being no further business, Vice Chair Bashirtash adjourned the
meeting at 6:58 p.m.
