Agenda Item Public Statements Gary Bray commented on Item 5.a regarding the Negative Declaration prepared pursuant to the California Environmental Quality Act (CEQA) for the initial project. Planning Director Johnson clarified that the Extension of Time is exempt from CEQA. b. Non-Agenda Item Public Statements None CONSENT ITEMS a. Approval of Minutes: Regular scheduled Planning Commission meeting of October 20, 2022. Motion by Commissioner Koman, seconded by Commissioner Wade, to approve Consent Calendar Non-Public Hearing Item 4.a with staff recommendation. Motion approved with Commissioner Bittle absent; Vice-Chair Bashirtash and Commissioner Neal abstaining. ACTION TAKEN APPROVED BITTLE ABSENT NEAL & BASHI RT ASH ABSTAIN 1 5. CONSENT PUBLIC HEARINGS a. Extension of Time for Vesting Tentative Tract Map 6465 (Phased): Countryside Construction requests an extension of time for Vesting Tentative Tract Map 6465 on a total of 117.63 acres consisting ofl 74 single family residential lots; 3 multiple family lots; 1 lot for office development; 1 lot; drill sites; and 1 lot for a park/staging area. Notice of Exemption on file. b. Extension of Time for Vesting Tentative Tract Map 6585: HomeBuild LLC requests an extension of time for Vesting Tentative Tract Map 6585 consisting of 79 single-family residential lots, 1 sump lot, and 1 park lot on 22.32 acres, located on the southwest corner of East Berkshire Road and future extension of Madison Street. Notice of Exemption on file. c. Extension of Time for Vesting Tentative Tract Map 6616 -2nd Revised (Phased): McIntosh & Associates requests an extension of time for Vesting Tentative Tract 6616 -2nd Revised consisting of 347 single family residential lots. Notice of Exemption on file. d. Extension of Time for Revised Vesting Tentative Tract Map 6736 (Phased): McIntosh and Associates requests an extension of time for Revised Vesting Tentative Tract 6736 consisting of 17 lots creating 185 detached condominium units for multi-family residential development. Notice of Exemption on file. e. Extension of Time for Vesting Tentative Tract Map 6755 (Phased): Robinson Calf Ranch requests an extension of time for Vesting Tentative Tract 6755 consisting of 91 single family residential development lots, one park lot and one sump lot on 33 acres. Notice of Exemption on file. f. Vesting Tentative Parcel Map 12438 (Phased): Majestic Realty Co., is proposing to subdivide 90.59 acres into 16 parcels and 1 sump proposed to be zoned M-1 {Light Manufacturing) and PCD {Planned Commercial Development) located near the northwest corner of Hosking Road and So. H Street. An Environmental Impact Report will be considered. Public hearing open and closed. Motion by Vice Chair Bashirtash, seconded by Commissioner Wade, to ACTION TAKEN RES NO 109-22 RES NO 110-22 RES NO 111-22 RES NO 112-22 RES NO 113-22 CONTINUED TO DECEMBER 1, 2022 approve Consent Public Hearing Items 5.a., 5.b., 5.c., 5.d., and 5.e. with APPROVED staff recommendation, and continuance of Item 5.f. to December 1, BITTLE ABSENT 2022. Motion approved with Commissioner Bittle absent. 2 6. 7. 8. 9. NON-CONSENT PUBLIC HEARINGS None WORKSHOPS 7a. Workshop: Update on the City of Bakersfield Recreation & Parks Department (Rick Anthony; Recreation & Parks Director). COMMUNICATIONS Planning Director Johnson provided an update on the Development Services Department reorganization. The Commission was also informed the next meeting will be held on December 1, 2022. COMMISSION COMMENTS None. 10.
