Motion by Commissioner Bashirtash, seconded by Commissioner Bittle, to approve Consent Calendar Non-Public Hearing Item 4.a. Motion approved with Commissioner Wade abstaining. ACTION TAKEN APPROVED WADE ABSTAINING 1 5. CONSENT PUBLIC HEARINGS 6. a. Extension of Time Vesting Tentative Tract Map 6874 (Phased): McIntosh and Associates requests an extension of time for Vesting Tentative Tract 6874 consisting of 214 single-family lots on 53.11 acres and 8 lots on 6.8 acres for purposes of light manufacturing located at the northwest corner of Reliance Drive and Mccutchen Road. Notice of Exemption on file. b. Extension of Time Vesting Tentative Tract Map 7338 (Phased): McIntosh & Associates requests and extension of time for this tentative subdivision map consisting of 82 single-family residential lots and 1 drill lot on 34.30 acres located north of Austin Creek Road and east of Renfro Road. Notice of Exemption on file. c. Vesting Tentative Tract Map 7405 (Phased): Porter and Associates, Inc. is proposing to subdivide 46.18 acres into 202 single-family residential lots located at the northwest corner of East Panama Lane and Cottonwood Road. Addendum to Mitigated Negative Declaration on file. Continued from Feb. 2, 2023. d. Vesting Tentative Tract Map 7433 (Phased): KSI Engineering, Inc. is proposing to subdivide 9.21 acres into 33 multi-family residential lots located north of Berkshire Road, east of South H Street. Previously adopted Mitigated Negative Declaration on file. Public hearing open and closed. Motion by Commissioner Neal, seconded by Vice-Chair Bashirtash, to approve Consent Public Hearing Items 5.a., 5.b., and 5.d. and move Item 5.c. to Non-Consent Public Hearings as 6.a. Motion approved. NON-CONSENT PUBLIC HEARINGS ACTION TAKEN RES NO 10-23 RES NO 11-23 MOVED TO NON-CONSENT PUBLIC HEARINGS RES NO 13-23 APPROVED a. Vesting Tentative Tract Map 7405 (Phased): Porter and Associates, RES NO 12-23 Inc. is proposing to subdivide 46.18 acres into 202 single-family residential lots located at the northwest corner of East Panama Lane and Cottonwood Road. Addendum to Mitigated Negative Declaration on file. Continued from Feb. 2, 2023. Staff report given by Jennie Eng. Public hearing open. Freddie Porter representing Balfanz Homes spoke in favor. No opposition or rebuttal provided. Commission deliberated. 2 7. 8. 9. Commissioner Neal made a motion to refer back to staff to determine if a new traffic signal or reduced speed limit was warranted for project frontage along Cottonwood Road. No second on motion. Motion by Commissioner Koman, seconded by Commissioner Neal, to approve Item 6.a. with request for developer meet with City to discuss traffic safety options. Motion approved with Chair Cater abstaining. COMMUNICATIONS There will be a regular meeting on March 2, 2023. COMMISSION COMMENTS Commissioner Neal thanked everyone for their patience and for listening to her concerns regarding Item 6.a.
