5. CONSENT PUBLIC HEARINGS

a. Planned Development Review No. 22-0291 and Conditional Use
Permit No. 22-0292: DeWalt Corporation, representing M.B. Duncan
Separate Property Trust ( property owner), requests: ( 1 ) Planned
Commercial Development to allow an approximate 7.85 acre
retail/commercial center on a portion of 19.75 acres; and (2)

NON-CONSENT PUBLIC HEARINGS
a. Extension of Time Vesting Tentative Tract Map 6839 (Phased): PCS
Land Services requests an extension of time for this tentative tract
map consisting of 108 single family residential lots on 46 acres
generally located south of the Rio Bravo Country Club development,
east of Miramonte Drive [extended). Notice of Exemption on file.
b. Extension of Time Vesting Tentative Tract Map 6840 (Phased): PCS
Land Services requests an extension of time for this tentative tract
map consisting of 101 single family residential lots on 39 acres
located south of the Rio Bravo Country Club development, east of
Miramonte Drive [extended). Notice of Exemption on file.
c. Extension of Time Vesting Tentative Tract Map 6841 (Phased): PCS
Land Services requests an extension of time for this tentative tract

Staff report given by Courtney Camps. Public hearing open. Brandon
Martin and Ed Coyne spoke in support. Tony Bell, resident of Rio Bravo,
and Eddie Lane, representing Sierra Club, spoke in opposition.
Brandon Martin and Blaine Neptune gave a rebuttal in support. Tony
Bell gave a rebuttal in opposition.
Commission deliberated.
Motion by Commissioner Bittle, seconded by Commissioner Koman,
to approve Items 6.a., 6.b., 6.c., 6.d., 6.e., and 6.f. Motion approved
with Chair Cater absent.
7. COMMUNICATIONS
Planning Director Paul Johnson provided a response to a questions
asked by the Planning Commission at a previous meeting: Does the City
keep tally of new sites that densify versus sites that go away to determine
if the City is holistically adding housing units or subtracting housing units?
Answer: Yes, mostly. Director Johnson went on to provide data for the
past 8 years.
Director Johnson also noted there will be a regular meeting on April 20,
2023.

There being no further business, Vice-Chair Bashirtash adjourned the
