approve Consent Calendar Non-Public Hearing Item 4.a. Motion

CONSENT PUBLIC HEARINGS
a. Conditional Use Permit No. 22-0020: Dee Jaspar & Associates, Inc.
is requesting a conditional use permit to construct facilities for a
private school as part of a church development project in the R-2-
CH (Limited Multiple-Family / Church Combining) zone district,
located at the northwest corner of South Heath Road and
Stockdale Ranch Drive. Notice of Exemption on file.
Public hearing open and closed.
Motion by Vice-Chair Bashirtash, seconded by Commissioner Neal, to
approve Consent Public Hearing Items 5.a. including all memoranda.
Motion approved with Commissioner Bittle absent.
NON-CONSENT PUBLIC HEARINGS
a. General Plan Amendment/Zone Change No. 22-0125 and Planned
Development Review 22-0403: Cornerstone Engineering, Inc.
proposes a general plan amendment/zone change on 19.96 acres
located at the southwest corner of Berkshire Road and Ashe Road
consisting of ( 1) an amendment to the Land Use Element land use
designation form HMR (High Medium Density Residential) to HR (High
Density Residential); and (2) a change in the zone classification
fromR-2 (Limited Multiple-Family Dwelling) zone to R-3/PUD (Multiple-
Family Dwelling/Planned Unit Development) zone; and (3) approval
of planned development review of a gated 336-unit apartment
complex. Mitigated Negative Declaration on file.
Staff report given by Louis Ramirez, Associate Planner II. Public
hearing open. Patricia Newquist, Matt Skelton and Barry Hibbard
spoke in support. There were no speakers in opposition.
Following Commission deliberations, motion by Vice-Chair
Bashirtash, seconded by Commissioner Neal, to approve Item 6.a.
Motion approved with Commissioner Bittle absent.
NEW BUSINESS
a. Presentation to Commissioner Patrick Wade
This was Commissioner Wade's last meeting as his term ends on
April 30, 2023. A presentation was given by Director Paul Johnson
recognizing his commitment to the Commission and efforts in
planning Bakersfield's growth over the past 12 years.

COMMUNICATIONS
There will also be a presentation at the City Council meeting next
Wednesday, April 26, 2023 regarding the 6th Cycle of the Housing
Element. The next Planning Commission meeting will be May 4, 2023.
COMMISSION COMMENTS
All the Commissioners thanked Commissioner Patrick Wade for his
service in the Planning Commission. Commissioner Wade also made
remarks related to his time on the Commission.
10. ADJOURNMENT
There being no further business, Chair Cater adjourned the meeting at
6:11 pm.
