5. CONSENT PUBLIC HEARINGS
a. Extension of Time for Revised Vesting Tentative Tract Map 6182
(Phased): San Joaquin Engineering, Inc. is requesting an extension
of time for Revised Vesting Tentative Tract Map 6182 consisting of
366 single family residential lots on 104.9 gross acres zoned located
at northwest corner of State Route 178 and Miramonte Drive.
Notice of Exemption on file.
b. Extension of Time for Vesting Tentative Tract Map 6521 (Phased):
LAV Consulting & Engineering is requesting -an extension of time for
Vesting Tentative Tract Map 6521 consisting of 425 single family
residential lots on 110.6 acres, located on the southeast corner of
Cottonwood Road and Casa Loma Drive. Notice of Exemption on
file.
c. Extension of Time for Vesting Tentative Tract Map 7342 (Phased):
McIntosh and Associates is requesting an extension of time for
Vesting Tentative Map 7342 to consisting of 140 single family
residential lots on 30.23 acres located at the northwest corner of
Mccutchen Road and Mountain Ridge Drive. Notice of Exemption
on file.
d. Extension of Time for Vesting Tentative Tract Map 7343 (Phased):
Quad Knopf requests an extension of time for Vesting Tentative
Tract 7343 consisting of 54 single family residential lots on l l .32
acres located on the east side of City Hills Drive between Garden
Park Drive and Kuma Way. Notice of Exemption on file.
e. Vesting Tentative Parcel Map 12492 (Phased): Porter & Associates,
Inc. is proposing to subdivide 1018.40 acres into 44 parcels in a WM-
R2 (West Ming Limited Multi-Family Dwelling), WM-R3 (West Ming
Multi-Family Dwelling) and WM-TC (West Ming Town Center) zone
located west of South Allen Road, south of the Kern River Canal
and north of the Southern Pacific Railroad. Previously certified EIR
is on file.
Public hearing open and closed.
Motion by Commissioner Neal, seconded by Commissioner Bittle, to
approve Consent Public Hearing Items 5.a., 5.b., 5.c., 5.d., and 5.e.
including all memoranda. Motion approved with Vice-Chair Bashirtash
and Commissioner Lomas absent.

a. Zone Change No. 23-0014: The Housing Authority of the County of
Kern, is proposing a Zone Change from C-2 (Regional Commercial)
to C-2 (Regional Commercial) to allow a removal of a restrictive
covenant that requires exterior walls to be built of concrete or
block, on 5.94 acres located at 4215 Letzring Lane. Notice of
Exemption on file.
Staff report given by Paul Johnson, Planning Director. Public hearing
open. No speakers in favor or opposition. Public hearing closed.
Following deliberations, motion by Commissioner Bittle, seconded by
Commissioner Neal, to approve Non-Consent Public Hearing Item
6.a. Motion approved with Vice-Chair Bashirtash and Commissioner
Lomas absent.
COMMUNICATIONS
a. Congratulations to Commissioner Candace Neal (Ward 1) on
reappointment, and welcome to Commissioner Gurtarpreet
Kaur (Ward 7) and her appointment to the Planning
Commission.
b. Draft Housing Element public review ends May 17, 2023;
document located at Bakersfield2045.com. The May 18, 2023
Planning Commission meeting may be cancelled with the
following meeting scheduled for June 1, 2023.
COMMISSION COMMENTS
Commissioners welcomed the newest member Commissioner
Gurtarpreet Kaur.
ADJOURNMENT
There being no further business, Chair Cater adjourned the meeting at
5:59 pm.
