5. CONSENT PUBLIC HEARINGS
a. Extension of Time for Vesting Tentative Tract Map 6873 (Phased):
McIntosh & Associates is requesting an extension of time for Vesting
Tentative Tract Map 6873 consisting of 352 single-family residential
lots on 100.02 gross acres located at the northeast corner of
Gosford Road and Mccutchen Road. Notice of Exemption on file.
b. Extension of Time for Vesting Tentative Tract Map 6880 (Phased):
McIntosh and Associates is requesting an extension of time for
Vesting Tentative Tract 6880 consisting of 638 single family
residential lots on 151.77 acres, and a 10.04 acre lot commercial
zoned located at the northwest corner of Mccutchen Road and
Gosford Road. Notice of Exemption on file.
c. Extension of Time for Vesting Tentative Parcel Map 11989 (Phased):
McIntosh & Associates is requesting an extension of time for Vesting
Tentative Parcel Map 11989 consisting of 3 parcels on 26.08 gross
acres, future residential and church development located at the
northwest corner of Old Farm Road and Reina Road. Notice of
Exemption on file.
d. Administrative Review 23-0026: McIntosh & Associates is requesting
an Administrative Review to release two drainage easements as
encumbered by two recorded covenants of easement within Tract
Maps 6873 and 687 4 located west of Reliance Drive between
Mccutchen Road and Berkshire Road. Notice of Exemption on file.
e. Planned Development Review No. 22-0139: The Housing Authority
of the county of Kern is requesting a Planned Development Review
to allow a 37 dwelling unit townhome housing complex on 4.17
acres in the R-3/PUD (Multiple-Family Dwelling/Planned Unit
Development) district, located at 3403 Bernard Street. Addendum
to an existing Mitigated Negative Declaration on file.
Public hearing opened. Edward Robinson requested Items 5.a., 5.b., and
5.c be removed from Consent Public Hearings. Chair Cater requested
Item 5.e. be removed from Consent Public Hearings. Public hearing
closed on Item 5.d.
Motion by Vice-Chair Bashirtash, seconded by Commissioner Bittle, to
approve Consent Public Hearing Item 5.d. incorporating all staff
memoranda and recommendations, and move Items 5.a., 5.b., 5.c., and
5.e. to Non-Consent Public Hearing. Motion approved.

NEW BUSINESS
a. Capital Improvement Plan Fiscal Year 2023-2024. The City of
Bakersfield Public Works Department is requesting a finding be
made that the Capital Improvement Plan (CIP) is consistent with
the Metropolitan Bakersfield General Plan. Per CEQA Section
15387, the CIP is not defined as a project; therefore, no
environmental determination is required.
Staff recommends adopting a resolution approving the Capital
Improvement Plan (CIP) Fiscal Year 2023-2024 by finding the CIP is
consistent with the Metropolitan Bakersfield General Plan.
Staff Report given by Navdip Grewal, Civil Engineer IV. Planning
Commission deliberated. Motion made by Vice-Chair Bashirtash,
seconded by Commissioner Koman, to approve New Business Item 7.a.
Motion approved.
b. Selection of the Chair and Vice-Chair: May 2023 -April 2024 term.
Nominations were opened for Chairperson. Commissioner Lomas
nominated Commissioner Bashirtash. Bashirtash accepted the
nomination. Commissioner Koman nominated Commissioner Cater.
Cater did not accept the nomination. There were no other nominations.
Nominations were closed.
Motion by Commissioner Lomas to select Commissioner Bashirtash as
Chair. Commissioner Kaur seconded the motion. A roll call vote was
conducted. All ayes. Motion approved. The new Chair for the May
2023-April 2024 term is Zachary Bashirtash.

Nominations were opened for Vice-Chairperson. Commissioner Lomas
nominated Commissioner Cater. Cater accepted the nomination.
There were no other nominations. Nominations were closed.
Motion by Commissioner Lomas to select Commissioner Cater as Vice-
Chairperson. Commissioner Bashirtash seconded the motion. A roll call
vote was conducted. All ayes. Motion approved. The new Vice-Chair
for the May 2023-April 2024 term is Daniel Cater.
COMMUNICATIONS
a. Planning Director Johnson announced the next Planning
Commission meeting will be June 15, 2023. There will be a special
training session for the newly elected Chairperson prior to the
meeting.
COMMISSION COMMENTS
a. Commissioner Bittle announced that there would be a Pickleball
Tournament and Music Festival at Jastro Park on Saturday June 4,
2023. Please come out!
10. ADJOURNMENT
There being no further business, Chair Cater adjourned the meeting at
7:28 pm.
