5. CONSENT PUBLIC HEARINGS
a. Extension of Time for Vesting Tentative Tract Map 6850 (Phased):
Future Value Construction Inc. is requesting an extension of time for
Vesting Tentative Tract Map 6850 consisting of 196 single family
residential lots and various non-buildable lots on 53.13 acres
generally located near the northwest corner of Alfred Harrell
Highway and Lake Ming Road. Notice of Exemption on file.
b. Extension of Time for Vesting Tentative Tract Map 6876 (Phased):
Lansing Companies is requesting an extension of time for Vesting
Tentative Tract Map 6876 consisting of 371 single family residential
lots and 1 designated remainder on 148.6 gross acres generally
located at the northwest corner of Morning Drive and Paladino
Drive. Notice of Exemption on file.
c. Extension of Time for Vesting Tentative Tract Map 7235 (Phased):
McIntosh & Associates is requesting an extension of time for Vesting

d. Extension of Time for Vesting Tentative Tract Map 7334 (Phased):
McIntosh & Associates is requesting an extension of time for Vesting
Tentative Tract Map 7334 consisting of 66 multifamily lots, 1
common area lot, various non-buildable lots on 20.07 acres
generally located at the northeast corner of Panama Lane and
South Allen Road. Notice of Exemption on file.
e. Zone Change No. 22-0451: Francisco A Macedo is requesting a
Zone Change from A (Agriculture) to M-2 (General Manufacturing)
or more restrictive zone district on a 0.37-acre parcel located at
7321 Rosedale Highway. A Negative Declaration will also be
considered.
f. Zoning Modification No. 23-0102: McIntosh & Associates is
requesting a zoning modification to allow a lot width reduction

Change to change zone classification from R-1 (Single Family
Dwelling}, R-1/P.U.D (Single Family Dwelling/Planned Unit
Development}, R-2/P.U.D. (Limited Family Dwelling/Planned Unit
Development}, C-1 (Limited Commercial}, C-2/P.C.D. (Regional
Commercial/Planned Commercial Development} and DI (Drilling
Island} to M-1 (Light Manufacturing}; and (3) Conditional Use Permit
to allow a freight terminal in the M-1 zone on 920 acres generally

Motion by Commissioner Koman, seconded by Commissioner Bittle, with APPROVED
Commissioner Neal absent to approve Consent Public Hearing Items NEAL ABSENT
5.b., 5.c., 5.d., 5.e., 5.f ., and 5.g. incorporating all staff memoranda and
recommendations; with Item 5.a. being removed from consent. Motion
approved.
NON-CONSENT PUBLIC HEARINGS
a. General Plan Amendment and Zone Change No. 22-0421:
Swanson Engineering, Inc. is requesting: ( 1} General Plan
Amendment to change the land use designation from GC
(General Commercial} to HR (High Density Residential}; and (2)
Zone Change to change the zone classification from C-2 (Regional
Commercial} to R-4 (High Density Multiple-Family Dwelling} on 2.49
acres located at 2700 White Lane. Notice of Exemption on file.
Staff report given by Paul Johnson, Planning Director. Public hearing
opened. No one spoke in favor. Nine speakers spoke in opposition. Two
speakers had a rebuttal in favor and requested a continuance. Six
people spoke in rebuttal opposing the project. Public hearing closed.
Planning Commission deliberated. Motion by Commissioner Bittle,
seconded by Commissioner Koman, with Commissioner Neal absent to
continue the hearing to the next meeting on 08/03/23 for Non-Consent
Public Hearing Item 6.a. Motion approved.

Motion by Commissioner Bittle, seconded by Commissioner Koman,
with Commissioner Neal absent to approve Non-Consent Public Hearing
Item 6.b. (5.a.) incorporating all staff memoranda and
recommendations. Motion approved.
COMMUNICATIONS
a. Planning Director Johnson announced the next Planning
Commission meeting will be August 3, 2023.
