a. Approval of Minutes: Regular scheduled Planning Commission
meeting of July 20, 2023.
Motion by Commissioner Bittle, seconded by Commissioner Koman, to
approve Consent Calendar Item 4.a. Motion approved with
Commissioner Lomas absent and Commissioner Neal abstaining.

CONSENT PUBLIC HEARINGS
There are no Consent Public Hearing items.
NON-CONSENT PUBLIC HEARINGS
a. General Plan Amendment and Zone Change No. 22-0421:
Swanson Engineering, Inc. is requesting: ( 1) General Plan
Amendment to change the land use designation from GC
(General Commercial) to HR (High Density Residential); and (2)
Zone Change to change the zone classification from C-2 (Regional
Commercial) to R-4 (High Density Multiple-Family Dwelling) on 2.49
acres located at 2700 White Lane. Notice of Exemption on file.
Public hearing continued from July 20, 2023
Staff report given by Paul Johnson, Planning Director. Public hearing
opened. Seven people spoke in favor. Nine people spoke in
opposition. There were no rebuttals in favor. Three speakers gave a
rebuttal in opposition. Public hearing closed. Planning Commission
deliberated. Motion by Commissioner Neal, seconded by
Commissioner Bittle, with Commissioner Lomas absent to refer item 6.a.
back to Staff and return to the Commission after additional clarification
is provided on the owners' business model, and further analysis of the
neighborhood concerns. Motion approved.
COMMUNICATIONS
a. Planning Director Johnson announced the next Planning
Commission meeting will be August 17, 2023. Planning Director
Johnson introduced the new Planning Secretary, Ana Solis, to the
Planning Commission. He also stated that the next meeting will be
Commissioner Lomas' last meeting.
COMMISSION COMMENTS
a. None.
ADJOURNMENT
There being no further business, Chair Bashirtash adjourned the meeting
at 8:47 pm.
