Residential), RR (Rural Residential), SR (Suburban Residential), and
LR (Low Density Residential) to SR (Suburban Residential), LR (Low
Density Residential), LMR (Low Medium Density Residential), HMR
(High Medium Density Residential), HR (High Density Residential),
GC (General Commercial), and OS (Open Space); and (2) Prezone
Change classification from A (Agricultural), C-1 (Neighborhood
Commercial), C-2 (Regional Commercial), M-3 (Heavy Industrial),
R-S-20A (Residential Suburban -20 acre minimum), R-S-5A
(Residential Suburban -5 acre minimum), R-S-2.5A (Residential

Staff report given by Planning Director Paul Johnson. Public hearing
opened. There were no people who spoke in favor. Ten people spoke
in opposition. There were no rebuttals in favor. Three speakers gave a
rebuttal in opposition. Public hearing closed. Planning Commission
deliberated. Motion by Commissioner Koman, seconded by
Commissioner Neal to approve the project. Motion approved.
REPORTS
a. Subdivision Map -Extension of Time: Planning Director Paul Johnson
provided a report on extension of time process for subdivision maps.
COMMUNICATIONS
a. Planning Director Johnson presented Commissioner Lomas with a
recognition plaque and thanked her for her service to the Planning
Commission. Maria Espinoza, a field representative from Kern
County Supervisor David Couch's office presented Commissioner
Lomas with a certificate of recognition. Officer Lomas, Kern County
Park Ranger, presented Commissioner Lomas with a certificate of
recognition on behalf of Kern County Supervisor Jeff Flores. Dave
Dmohowski with the Home Builders Association expressed his
gratitude for Commissioner Lomas' service to the Planning
Commission.
b. Planning Director Paul Johnson announced the next Planning
Commission meeting will be September 7, 2023.
COMMISSION COMMENTS
a. Commissioners provided recognition comments to Commissioner
Lomas and her service to the Planning Commission and City of
Bakersfield.
b. Commissioner Lomas made parting comments.
ADJOURNMENT
There being no further business, Chair Bashirtash adjourned the meeting
at 7:59 p.m.
