Motion by Vice Chair Cater, seconded by Commissioner Bittle, to approve Consent Calendar Item 4.a. Motion approved with Commissioner Koman and Commissioner Neal absent. ACTION TAKEN APPROVED KOMAN & NEAL ABSENT 1 5. 6. CONSENT PUBLIC HEARINGS a. Vesting Tentative Parcel Map 12498 (Phased): Kier & Wright is proposing the subdivide 141 .46 acres into four industrial parcels and one designated remained located at the southwest corner of East Belle Terrace and South Mt Vernon Avenue in southeast Bakersfield. Notice of Exemption on file. Continued from September 21, 2023. Staff recommends a two-week continuance to October 19, 2023. Public hearing remained open. Motion by Vice Chair Cater, seconded by Commissioner Bittle, to continue Consent Public Hearing Item 5.a. to October 19, 2023. Motion approved. NON-CONSENT PUBLIC HEARINGS a. Appeal of Site Plan Review No. 21-0399: The Channel Law Group, LLP, on behalf of Progress for Bakersfield Veterans, LLC, submitted an appeal to the Development Services Director's Approval of Site Plan Review No. 21-0399 for a Department of Veterans Affairs Community-Based Outpatient Clinic located at 5512 Knudsen Drive. Environmental Impact Report is on file. Staff recommends a continuance to October 1 6, 2023. Public hearing opened. Planning Director Johnson provided an update stating that this item was originally scheduled to be considered at today's meeting but to ensure all relevant parties receive timely notification of the Appeal hearing for Site Plan Review No. 21-0399, staff is requesting this Item be opened and continued to a Special Meeting on October 16, 2023, at 5:30 PM In City Council Chambers of City Hall located at 1501 Truxtun Avenue, Bakersfield, CA .. Motion by Commissioner Kaur, seconded by Vice Chair Cater, to continue Non-Consent Public Hearing Item 6.a. to a special meeting on October 16, 2023. Motion approved. 7. COMMUNICATIONS a. Planning Director Johnson announced there will be a Special Planning Commission meeting on October 16, 2023 and the regularly scheduled Planning Commission meeting on October 19, 2023 ACTION TAKEN CONTINUED TO 10/19/23 KOMAN & NEAL ABSENT CONTINUED TO 10/16/23 KOMAN & NEAL ABSENT 2 8. 9.
