Motion by Vice Chair Cater, seconded by Commissioner Bittle, to
approve Consent Calendar Item 4.a. Motion approved with
Commissioner Koman abstaining.

NON-CONSENT PUBLIC HEARINGS
a. Appeal of Site Plan Review No. 21-0399: The Channel Law Group,
LLP, on behalf of Progress for Bakersfield Veterans, LLC, submitted
an appeal to the Development Services Director's Approval of
Site Plan Review No. 21-0399 for a Department of Veterans Affairs
Community-Based Outpatient Clinic located at 5512 Knudsen
Drive. Environmental Impact Report is on file. Staff recommends
denying appeal and upholding Development Director's decision
to approve SPR 21-0399.
This was a continuation of the Public hearing that took place on October
5, 2023. Planning Director Paul Johnson provided the staff report and a
discussion on the late comment letter submitted by Channel Law Group,
LLP on behalf of Progress for Bakersfield Veterans, LLC. One person spoke
in favor. No speakers in opposition. No one spoke in rebuttal. Public
hearing closed. Planning Commission deliberated. Motion by
Commissioner Koman, seconded by Commissioner Kaur, to deny the
appeal and uphold the decision of the Development Services Director
to approve Site Plan Review No. 21-0399, and incorporating all staff
memoranda and recommendations. Motion approved.
COMMUNICATIONS
a. Planning Director Paul Johnson announced the next Planning
Commission meeting will be October 19, 2023.
COMMISSION COMMENTS
a. Commissioner Koman thanked Planning Director Paul Johnson
and his staff for putting together this Special Planning Commission
meeting.
9. ADJOURNMENT
There being no further business, Chair Bashirtash adjourned the meeting
at 5:54 p.m.
