a. Vesting Tentative Parcel Map 12498 (Phased): Kier & Wright is
proposing the subdivide 141 .46 acres into four industrial parcels
and one designated remained located at the southwest corner
of East Belle Terrace and South Mt Vernon Avenue in southeast
Bakersfield. Notice of Exemption on file. Continued from Sept. 21,
2023 and Oct. 5, 2023 meetings.

b. General Plan Amendment/Zone Change 22-0337, Planned
Development Review 23-0331, and Zone Modification 23-0508:
McIntosh and Associates on behalf of the Piper Family Trust
proposes a general plan amendment/zone change on
approximately 80 acres at the northeast corner of South Allen
Road and Pensinger Road consisting of ( 1) amendment to the
Land Use Element land use designation from LR (Low Density
Residential) to HMR (High Medium Density Residential); (2) a
change in zone classification from R-1 (One-Family Dwelling) to R-
3/PUD (Multiple Family Dwelling/Planned Unit Development); (3)
amendment to the Circulation Element to delete Pacheco Road
between South Allen Road and Buena Vista.

Public hearing opened. One speaker spoke in favor. No one spoke in
opposition. No one spoke in rebuttal. Public hearing closed. Planning
Commission deliberated. Motion by Commissioner Neal, seconded by
Commissioner Bittle, with Vice Chair Cater and Commissioner Kaur
absent, to approve Non-Consent Public Hearing Item 6.a. incorporating
all staff memoranda and recommendations. Motion approved.

COMMUNICATIONS
a. Planning Director Johnson announced the next Planning
Commission meeting will be November 2, 2023.
COMMISSION COMMENTS
a. Commissioner Koman announced that he will not attend the
November 2, 2023 Planning Commission meeting.
ADJOURNMENT
There being no further business, Chair Bashirtash adjourned the meeting
at 6:17 p.m.
