General Plan Amendment/Zone Change No. 23-0012: Wiley D.
Hughes Surveying, Inc. (applicant) representing Rami Fahil
(property owner) is requesting: (1) a General Plan Amendment to
change land use designation from Low Density Residential (LR)
and General Commercial (GC) to High Medium Residential
(HMR); and (2) Zone Change to change the zone classification
from One Family Dwelling (R-1) to Multiple-Family Dwelling (R3) on
approximately 5.65 acres located near southwest corner of Wilson
Road and Actis Street. Adoption of a Mitigated Negative
Declaration will also be considered. Staff recommends approval.
Director Review and Approval Permit No. 23-0299: Vertical Bridge
(applicant) representing Jaydev Patel (property owner) is
requesting a Director Review and Approval Permit for a 65-foot
tall monopine wireless telecommunications facility with ancillary
equipment (BMC 17.59) on a 1,625 square foot portion of a 34.34-
acre parcel zoned OS (Open Space), located at 6218 Sundale
Avenue. Notice of Exemption on file. Staff recommends
continuance to November 16, 2023.
Mitigated Negative Declaration for Site Plan Review No. 21 -0173:
Sienna Construction (applicant), representing Spicy Bite
Restaurant Inc. (property owner), is requesting the adoption of a
Mitigated Negative Declaration to facilitate the development of
a truck repair/overhaul shop and a truck storage yard on
approximately 9 acres zoned M-2 (General Manufacturing),
located on the east side of Quantico Avenue between Texas
Street and Brundage Lane. Staff recommends approval.
Public hearing opened and closed.
Motion by Commissioner Neal, seconded by Commissioner Kaur, to
approve Consent Public Hearing Item 5.c. incorporating all staff
memoranda and recommendations. Motion approved.

created by fifth grader Gentry Starr.
b. Planning Director Johnson announced the next Planning
Commission meeting will be November 16, 2023.
COMMISSION COMMENTS
a. Commissioner Bittle thanked Planning Director Johnson for his work
with the conceptual project for the downtown area.
ADJOURNMENT
There being no further business, Chair Bashirtash adjourned the meeting
at 5:50 p.m.
