owner), is proposing to subdivide 40.86 acres into 248 single
family residential lots, 1 parking lot, 1 sump lot and 3 landscape
lots in a R-3/ PUD (Limited Multiple Family Dwelling/Planned Unit

family housing (BMC 17.24.040.A.3) in a C-2 (Regional
Commercial) zone located at 889 Oak Street. A notice of
Exemption on file.
Public hearing opened and closed. Motion by Commissioner Bittle,
seconded by Commissioner Kaur, to approve Consent Public Hearing
Item 5.c .. Motion approved. Items 5.a. and 5.b. removed from Consent
Public Hearings to be considered under Non-Consent Public Hearings.
NON-CONSENT PUBLIC HEARINGS
a. Conditional Use Permit 23-0288: Porter & Associates, Inc.
representing Olive Branch Community Church (property owner), is
requesting a conditional use permit to allow a private school, to
include two multi-use modular buildings totaling 9,600 square foot,
outdoor learning space with garden, and playground, at an
existing church (BMC 17.36.025) on a 6.81-acre parcel zoned R-1-
CH ( One Family Dwelling -Church Overlay), located at 12000 Olive
Drive. An Addendum to the Mitigated Negative Declaration is on
file. Staff recommends approval.
Associate Planner Taniya Wright provided the staff report. Public hearing
was opened. Five people spoke in favor. No speakers in opposition. No
one spoke in rebuttal. Public hearing closed. Planning Commission
deliberated. Motion by Vice Chair Cater, seconded by Commissioner
Kaur, to approve Non-Consent Public Hearing Item 6.a. Motion
approved.

Items 5.a. and 5.b. were moved to Non-Consent Public Hearing agenda
at the request of Gordon Nipp, representing the Sierra Club. A combined
staff report for these items was given by Jennie Eng, Principal Planner.
Public hearing opened. One speaker spoke in favor. One speaker spoke
in opposition. No one spoke in rebuttal. Public hearing closed. Planning
Commission deliberated. Motion by Commissioner Bittle, seconded by
Commissioner Kaur to approve Non-Consent Public Hearing Items 6.b.
and 6.c. incorporating all staff memoranda and recommendations.
Motion approved.
COMMUNICATIONS
Planning Director Johnson announced the next Planning Commission
meeting on January 4, 2024, has been canceled. Additionally, he
shared news about the appointment of Nicholas (Adam) Strickland as
the new planning commissioner (Ward 4) by council. Lastly, Director
Paul Johnson announced that Assistant Planning Director Kassandra
Gale will soon be departing from the Development Services
Department.

COMMISSION COMMENTS
The Planning Commission thanked Assistant Planning Director
Kassandra Gale for her work and accomplishments during her time
with the Development Services department.
