RESOLUTION NO.
RESOLUTION DETERMINING THAT GRANT MONEY FROM
THE OFFICE OF CRIMINAL JUSTICE PLANNING IS
AVAILABLE AND APPROVED FOR THE PURCHASE OF
UNBUDGETED PORTABLE AND MOBILE RADIOS AND
THAT SUCH RADIOS CAN BE REASONABLY OBTAINED
FROM ONLY ONE VENDOR, MOTOROLA C & E, INC., AND
AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE
WITH BIDDING THEREFOR, NOT TO EXCEED $32,000.
WHEREAS, the Kern Narcotics Enforcement Team (KNET) detail of the Bakersfield
Police Department has received approval for Grant #DC96040150 from the Office of
Criminal Justice Planning (OCJP) for the purchase of seven (7) Motorola Saber and five
(5) Motorola Spectra high-security, proprietary, encrypted radios; and
WHEREAS, in order to be compatible with existing high-security Police radios and
to successfully be integrated with the existing radios, the encrypted radios must be
purchased from Motorola C & E, Inc., due to National Security Administration regulations;
and
WHEREAS, funds are available for this purchase in the Communications Division
equipment replacement fund, to be reimbursed by the OCJP grant in May or June of 1997;
and
WHEREAS, the radio equipment can only be obtained from Motorola C & E, Inc.,
because of the necessity to successfully be integrated with the existing radios.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The above recitals are true and correct and incorporated herein by reference.
2. The Council hereby finds that high-security radio equipment can only be
obtained from Motorola C & E, Inc., because of the necessity to successfully integrate the
new radios with existing radios and National Security Administration regulations.
3. The Finance Director is authorized to dispense with bidding therefor and to
negotiate the purchase of same from Motorola C & E, Inc., not to exceed $32,000.
