ALL OTHERS WISHING TO SPEAK BEFORE THE COMMISSION SHALL FILL OUT A SPEAKER'S CARD AND PRESENT IT TO THE SECRETARY PRIOR TO COMMENCEMENT OF THE MEETING. NOTICE OF RIGHT TO APPEAL Planning Commission decisions on Zone Changes, Parcel Maps and Tentative Subdivision maps are subject to appeal by any person aggrieved. No permit shall be issued for any use involved in an application until after the final acceptance date of appeal. Such appeal must be filed in writing within 10 days from date of hearing, addressed to the City Council, c/o Office of the City Clerk, 1501 Truxtun Avenue, Bakersfield, CA 93301. A $275 non-refundable filing fee must be included with filing of the initial appeal. If all appeals are withdrawn prior to the City Council hearing, it'will not be conducted and the decision of the Planning Commission will stand. ' If no aPpeal is received within the specified time period or if all appeals filed are withdrawn, the action of the Planning Commission shall become final. (Continued from the regUlar -meeting of April 2, 1992) 'Roll call Vote PUBLIC HEARING - ORDINANCE ADDITION Proposed ordinance to be added to the Bakersfield Municipal Code (Chapter 15.66) relating to the drilling for and production of hydrocarbon substances (petroleum, natural gas and related drilling/productiOn). This-new ordinance consolidates the regulations for drilling and/or production into one area of the code under the authority of the Fire Marshal. This consolidation necessitates the repeal of associated sections from Title 17 (Zoning Ordinance). (Continued from the regUlar meeting of April_ 2, 1992) Roll call vote. PUBLIC HEARING - PROPOSED AMENDMENTS TO TITLE 17 (LAND USE ZONING ORDINANCE) Proposed amendments to-Title 17 to address modifying the RS (Residential Suburban) zone; SPecifically modifying Section 17.12.010 and adding Section 17.12.060 regarding temporary permits to allow animal raising by minors in conjunction with'a student-oriented fair project sponsored by a bona fide agricultural organization (i.e., FFA, 4-H, Junior Farmer, etc.) (Categorically exempt) Roll call vote Agenda, PC, 4/16/92 13. Page 5 PUBLIC HEARING ~ PROPOSED AMENDMENTS TO TITLE 17 (LAND USE ZONING ORDINANCE) Proposed amendments to' Title 17 modifying Section 17.08.125 pertaining to street setback exceptions. The proposed amendment will permit front and side setbacks from-streets to be less than the required zone district minimum under special circumstances. (Categorically exempt) Roll call vote 14.
