A final agenda may be obtained from the Planning Department 72 hours prior to the meeting. 2. PUBLIC STATEMENTS ANY PERSON WHOSE NAME APPEARS ON THE AGENDA OR WISHES TO SPEAK REGARDING A PUBLIC HEARING NEED NOT FILL OUT A SPEAKER'S CARD.- ALL OTHERS WISHING TO SPEAK BEFORE THE COMMISSION MAY FILL OUT A SPEAKER'S CARD AND PRESENT IT TO THE SECRETARY PRIOR TO COMMENCEMENT OF THE MEETING. NOTICE OF RIGHT TO APPEAL Planning Commission decisions on Zone Changes, Parcel Maps and Tentative Subdivision maps are subject to appeal by any person aggrieved. No permit shall be issued for any use involved in an application until after the final acceptance date of appeal. Such appeal must be filed in writing within 10 days from date of hearing, addressed to the City Council, c/o Office of the City Clerk, 1501 Truxtun Avenue, Bakersfield, CA 93301. A $330 non-refundable filing fee must be included with filing of the initial appeal. If all appeals are withdrawn prior to the City Council hearing, it will not be conducted and the decision of the Planning Commission will stand. CONSENT AGENDA ITEMS ItemS marked by asterisk(*) are on consent calendar and will be acted on as a group without indiyidual staff presentations unless taken off consent by anyone who wishes t° speak about them. The chairperson will ask at the beginning of the meeting if anyone wishes to discuSs or testify on any of the c°nsent items. If any items are taken off consent they will be considered in their regular order on the agenda. If not, the chairperson will open.the public hearings on the items as a group and entertain a motion. 4. APPROVAL OF MINUTES Approval of minutes of the regular meetings held September 13, September 16 and October 7, 1993. - PUBLIC HEARING - CHANGE OF CONDITION FOR TENTATIVE TRACT TENTATIVE TRACT 5719 (VESTING) Clarification of condition regarding masonry wall along southern boundary of tract. The tract consists of 82 lots, on 22.52 acres for single family purposes, Zoned R-1. ROWLAND has requested an amendment to the Land Use' Element of the Metropolitan Bakersfield 2010 General Plan by changing the land use designation from HMR (High Medium Density Residential) to GC (General Commercial) on 16.16 acres for property located on the northwest corner of McKee Road and Stine Road. (Negative DeClaration on file) Roll call vote SEGMENT V: CITY OF BAKERSFIELD has proposed a formal acknowledgement .of the Kern County Board of Supervisors' approved amendments to the.Metropolitan Bakersfield 2010 General Plan's land use maps from June, 1992 to September, 1993. This map change is necessary to retain consistent land use maps and general plans for the unincorp°rated andincorporated parcels of land within the Metropolitan Bakersfield 2010 General Plan area.
