CANDIDATE FOR ASSOCIATE PLANNER (P) #02157
Noeli Topete has successfully competed in the examination process for the position of Associate Planner
and has been placed on the eligible list for same. Her father Luis Topete is currently employed as the
Assistant Public Works Director in the Public Works Department. Due to the possibility of Noeli being
considered for promotion to an Associate Planner position, the issue of nepotism must be addressed. Noeli
is currently employed as an Assistant Planner, in the Planning Division of the Development Services
Department.
The following information has been compiled for your review and determination of whether nepotism
creates an adverse impact on supervision, safety, security, or morale.
SUMMARY OF DUTIES
A summary of the duties and responsibilities for the position of Associate Planner is as follows: Under
general direction, is responsible for performing advanced and specialized planning work involving
compiling, researching, analyzing, and evaluating data related to social, housing, economic, population,
environmental, agricultural land conservation, resource conservation and land use trends; and performs
other related work as required.
A summary of the duties and responsibilities for the position of Assistant Public Works Director is as follows:
Under general direction, performs professional engineering and administrative work at an advanced level
and assists the Public Works Director in planning, organizing, directing, and coordinating the various
divisions of the department; and performs other work as required.
EMPLOYMENT OVERLAP
According to the Development Services Director, Phil Burns, if Noeli Topete is promoted to an Associate
Planner, there would be no potential for creating an adverse impact on supervision, safety, security, or
morale, or involve a significant potential for conflict of interest. Performance appraisals would not be
reviewed or conducted by either employee for the other, neither employee would be directly supervised
by the other and they would not report to each other within the chain of command as they would be
assigned to different departments.
RECOMMENDATION
The Development Services Director, Phil Burns, and the Human Resources Department recommend
approval of the nepotism. If this request is approved, however, nepotism considerations may adversely
affect future appointments, transfers, or promotional opportunities.

The Municipal Code provides that if the duties and responsibilities of an employee
within a class are sufficiently like the duties and responsibilities of a position of
another class, the position may be reclassified to an appropriate position (Section
2.72.070 — Reclassification). Such actions are subject to certification of the
appropriate Civil Service Board.
The Recreation and Parks Department has seen substantial growth since 2014 in the
number of employees and the size and complexity of the budget. With increased
employees, funding, and funding sources, has come increased duties for the
Admin & Fiscal Services Specialist II position. Due to the increased scope of
responsibilities and workload of the Admin & Fiscal Services Specialist ll, Recreation
and Parks requested, and was granted, budget allocations for one classification of
the Admin & Fiscal Services Specialist II position to an Accountant I, as part of the FY
2024-2025 budget.
A review of the department functions and job duties supports the position
reclassification. The FY 2024-2025 budget approved a headcount of 202
employees along with 219 authorized temporary positions in the Recreation and
Parks Department. This is an increase of nearly double from the approved
complement of 149 in FY 2013-14. This increase is associated with additional
programs and expansion of services, which is accompanied by an increase in
funding streams with PSVS and grants, data analysis and reporting, projects, and
purchases. Restructuring of duties has been necessary to balance workload and
provide proper oversight of key fiscal duties.
The Accountant I position is primarily responsible for:
• Work involving the maintenance of complex cost accounting system in
addition to the normal accounting records of the department and for
preparing a variety of financial and statistical reports.

• Work is carried out under the general supervision of the department head
but calls for considerable independent judgement on technical matters.
• Plans, assigns, and review the work of employees engaged in financial
record keeping, analyzes and interprets accounts and records and
budgetary allotments.
• Assists in the preparation, analysis and review of revenue estimates,
expenditures and fund conditions involving administering budgets.
• Prepares periodic financial statements, reports, and performs other duties as
directed.
In review with Rick Anthony, Recreation and Parks Director, Ms. Bliss has
demonstrated the skills required for the Accountant I position and performs the
essential job duties. Ms. Bliss is currently employed as a Admin & Fiscal Services
Specialist II, meets all minimum qualifications of the Accountant I position.
Therefore, based on the above, I recommend this employee be reclassified from
Admin & Fiscal Services Specialist II to Accountant I because of the assigned duties,
advanced nature of the work duties, and complexity of assignments.

internal workflows, duties may be reallocated to additional staff to better distribute

classification include, but are not limited to, assisting with division accounts

Therefore, based on the above and as approved by the Public Works Director,
Human Resources recommends this employee be reclassified from Clerk Typist I

and duties. Deborah Aswad, the current incumbent, has been employed with the
Administration Division of Public Works as a Clerk Typist I since 2022 (addition service

The Technology Services Department is seeking reclassification of one (1)
Technology Systems (TS) Analyst II position to Technology Systems (TS) Engineer I. A
TS Analyst II is a white-collar classification who performs advanced level analytical
systems work in various system related disciplines (i.e., networking, infrastructure,
server, systems administration, etc.). The TS Engineer I classification provides design,
implementation, and security in related disciplines. There are currently four
engineer positions allocated citywide. Based on expanding workload and evolving
technology needs, duties may be reallocated to better distribute workload and
internal systems support. Bikramjeet Pannu, the current incumbent, has been
employed with the department since 2018 in an analyst role.
Therefore, based on the above and as approved by the Technology Services
Director, Human Resources recommends this employee be reclassified from
Technology Systems Analyst II position to Technology Systems Engineer I to support
expanded skillset and duties. Pannu meets the minimum qualifications of the
proposed reclassification.
The position change was included in the FY 2024-25 TS Department budget and no
additional allocations are required based on the reclassification request.

The Municipal Code provides that if the duties and responsibilities of an employee
within a class are sufficiently like the duties and responsibilities of a position of another
class, the position may be reclassified to an appropriate position (Section 2.72.070 -
Reclassification). Such actions are subject to certification of the appropriate civil
service board.
With the adoption of the FY 2024-2025 annual, the Water Resources Department has
merged with the Wastewater Division, to establish the newly named Water
Department. The Wastewater Division was formerly within the Public Works
Department. This merger is inclusive of the fifty-one staff who support the wastewater
operations. The re -organization expands personnel programs and general
administrative functions necessitating review of current administrative support. The
position of Administrative Assistant I is an essential request to maintain the effectiveness
and efficiency of the office administration for the Department Head and other
Department staff.
The Administrative Assistant I classification performs difficult, and often sensitive and
confidential secretarial and office administrative duties for the City Manager or
Department Head and oversees a small group of office support staff in a lead
capacity. The incumbent, Kimberly Aleman, is employed with the Water Resources
Department, since 2019, and has prior experience in wastewater. Upon review of the
employee's job duties, and the scope of administrative functions with addition of the
new division, it has been determined that this classification is an appropriate fit for the
Water Department and required duties are within scope of the Administrative Assistant I
classification.
Therefore, based on the above and as approved by the Water Director, Kristina
Budak, Human Resources recommends this employee be reclassified from Secretary
II position to Administrative Assistant I to support expanded skillset and duties.
Aleman meets the minimum qualifications of the proposed reclassification.
Changes to the structure are included in the FY 2024-25 Water Department budget
and no additional allocations are required based on the reclassification request.

to Secretary ll. A Secretary II is a white-collar classification who performs
advanced secretarial and varied clerical work of considerable difficulty,
responsibility, and complexity. Based on evolving workload within the division,
duties may be reallocated to the current incumbent to better distribute
workload and ensure timely processing of financial data. Breanne Banks, the
current incumbent, has been employed with the Solid Waste Division as a
Secretary I since October of 2022. Duties in support of the classification include,
but are not limited to, performing difficult and sensitive office administration
work in support of the Division, composing agreements, correspondence,
reports, agendas, and specialized documents for Director and Division, and
maintaining complex financial, personnel, payroll, and other records.
Therefore, based on the above and as approved by Luda Fishman, Solid Waste
Director, Human Resources recommends this employee be reclassified from
Secretary I position to Secretary II to support expanded skillset and duties. Banks
meets the minimum qualifications of the proposed reclassification.
