Minutes, PC, 3/14/94 Page 2 3.1 a&b PUBLIC HEARINGS - GENERAL PLAN AMENDMENTS 1-94, SEGMENT I AND ASSOCIATED ZONE CHANGE #5544 Chairman Powers abstained due to a conflict of interest in that he manages property within the vicinity of this item. He relinquished the chair to Commissioner Messner. 3.2 a&b Staff report was given. This item was continued to the Thursday meeting of March 17, 1994. PUBLIC HEARINGS - GENERAL PLAN AMENDMENTS 1-94, SEGMENT II AND ASSOCIATED ZONE CHANGE #5542 Commissioner Messner abstained due to a possible conflict of interest in that his employer has a possible financial interest in this project. Commissioner Slocumb abstained stating the same reasons as Commissioner Messner. Staff report was given. Responding to questions by Commissioner Rosenlieb, Mr. Hardisty said the project proposal and background information showed there would be no significant impacts, theref°re an EIR was not required to be prepared. The studies prepared to back up the negative declaration exceed those which would be required from an EIR. The area around the China Grade land fill is very low density and he did not feel it would be a problem, since zoning requires 10 acre minimum lot size. Comniissioner Rosenlieb asked for a map which would show surrounding land use designations as they relate to this proposal. CommissiOner Hersh asked if the proposed facility is within the limits of existing oilfield as defined by the State, and what hazardous materials would be on the location. He asked for thais information for the Thursday hearing. Mr. Hardisty referred to memo from the Fire Department for questions regarding hazardous materials. Minutes,' PC, 3/14/94 Page 3 a,b, c,d PUBLIC HEARINGS - GENERAL PLAN AMENDMENTS 1-94, SEGMENT III, KERN RIVER PLAN AMENDMENT 1-94, BRECKINRIDGE HILLS Staff report was given. Responding to question bY Commissioner Rosenlieb, Mr. Hardisty said a zone change would be premature for this project at this time. The property owners of the resource mineral portion requested the change. Mr. Hardisty responded a better description would be provided of the oilfield activities for the areas being requested for urbanizatiofi. Commissioner Rosenlieb felt possibly some control is being lost due to OS designations of strips used as drainage ravines. Regarding the upper portion of Sectibn 29, the resource extensive agricultural designation, Commissioner Rosenlieb asked if the plan is being made inconsistent with itself by leaving the designationi when it is not large enough to conform to the requirements of the designation. Mr. Hardisty said staff would check on the parcel size for this site. Commissioner Delgado asked for a list of.Parcel owners consenting to the changes fOr these amendments. · This item was cOntinued tO the Thursday meeting of March 17, 1994. 3.4 'a&b PUBLIC HEARINGS - GENERAL PLAN AMENDMENTS 1-94, SEGMENT IV AND ASSOCIATED ZONE CHANGE #5543 Staff report was given. ~: Mr. Hardisty pointed out a sliver of land between existing and proposed Brimhall Road, stating he proposed that the zone change not be effective on the northerly portion so that it will be cleaner. Commissioner Marino stated he would abstain from voting on this item at the Thursday hearing. Responding to question by Commissioner Rosenlieb, Mr. Kloepper said a response memo from Public Works with regard to the traffic study is included in the staff report. Minutes, PC, 3/14/94 Page 4 3.5 a&b PUBLIC HEARINGS - GENERAL PLAN AMENDMENTS 1-94, SEGMENT V 3.6 AND ASSOCIATED ZONE CHANGE #5549 Commissioner Andrew abstained from voting on this item becaUse he markets property in the area. Staff report was given. Responding to question l~y Commissioner Rosenlieb, Mr. Hardisty said staffs recommendation has not changed. He said meetings have been scheduled on this matter-and he was unsure that issues could be resolved by the Thursday meeting. He said he expected a large volume of testimony regarding the adequacy of the environmental document,: M-1 zoning adjacent to the school and the uses being placed on this property. Mr. Kloepper responded to questions by Commissioner Rosenlieb saying staff has indicated a traffic study will be prepared. Results will not be ready by the Thursday hearing and he stated a continuance would probably need to be requested. Mr. Hardisty said if the general plan and zoning are changed a finding should be made stating it would be Consistent with the general plan to sell the property. Mr. Hardisty responded tO questions by Commissioner Rosenlieb, saying there are billboard signs on this site. Commissioner Marino asked why the school is on A zoned property and asked if conditions of approval were applied to the approval. This item was continued to the Thursday meeting of March 17, 1994. PUBLIC HEARINGS - GENERAL PLAN AMENDMENTS 1-94, SEGMENT VI Staff report was given. Commissioner Rosenlieb asked if a statement should be added to adoption of this amendment referencing this amendment being related to county areas 'of the 2010 Plan. ' Minutes, PC, 3/14/94 Page 5 Mr. Hardisty said the information faxed to the city was dated December, 1993 from the County which is what was used in regard to this policy change. Mr. Hardisty said he would tfilk to the Sanitation Division regarding their position, on this change only being applied to the County. GENERAL PLAN CONSISTENCY FINDING FOR PROPOSED ACQUISITION OF LAND FOR A PROPOSED WATER WELL SITE GENERALLY LOCATED SOUTHEAST OF VERDUGO LANE AND o BRIMHALL ROAD Staff report was given. This item was continued to the Thursday meeting of March 17, 1994. RESTRUCTURING OFiCOMMiTTEES PURSUANT TO BROWN ACT AMENDMENTS Commissioner Marino asked that information regarding the Council's action concerning their standing !committees be presented at the Thursday hearing. Mr. Hardisty said the Councili committees are setting regular meeting dates and publishing agendas. One of the Council committees is dealing with the issue of whether some of the advisory committees can be dissolved or consolidated with others. They have not indicated a desire to eliminate their standing committees. Commissioner Powers felt the committees should be eliminated, using ad-hoc committees. Commissioner Marino agreed with comments by Chairman Powers, saying he felt possibly one standing committee could be retained as executive committee to meet with the City Council Urban Development Committee.
