Because the chairperson and vice-chairperson were absent, Commissioner Marino
chaired this meeting.

APPROVAL OF MINUTES
'MotiOn was made by Commissioner Rosenlieb,' seconded by Commissioner Hersh
to aPprove'minutes of the~.regular meetings held November 1, November 4,
November 15 and November 29, 1993: Motion carried.
PUBLIC HEARING - TENTATIVE PARCEL MAP 9899
Agenda Item #7 was taken concurrently.
PUBLIC HEARING- ZONE CHANGE 5452
Staff report was waived for these items, since a request was received by staff for
continuance to the meetings of January 31, and February 3, 1994 meetings.
Public portion remained open from the previous meeting.
Commissioner Delgado stated he was absent from the original hearing on this
item and would therefore abstain.
Commissioner Rosenlieb gave an update from the Parks Committee stating they
are still working with 'staff to formulate a recommendation.
Motion was made by Commissioner Rosenlieb, seconded by Commissioner
Andrewto continue Tentative Parcel Map 9899 and Zone Change 5452 to the
January 31, and February !3, 1994 meetings. Motion carried.
'5.2 PUBLIC HEARING - TENTATIVE PARCEL MAP 10054
Commissioner Matin° abstained due to a conflict of interest in that he is
employed by the applicant.
Commissioner Andrew chaired this hearing.
Staff report was given.
Public portion was open; no one spoke in favor or opposition.

Fred Alba represented the applicant. He clarified Condition #19 regarding the
synchronization study that this .has been performed and apProved and a letter has
been received from the ci~ stating this. Regarding Condition #20 he said the
city is' not requesting the lights be installed at the locations outlined, however the
subdivider being prudent feels the generated traffic will bring about this
requirement. He felt the lights benefit the public in general and should have
been funded through taxeS.
Responding to qUestion bY Commissioner Slocumb, Mr. Alba was in agreement
with Condition #19 remaining, since they have already complied.
John Brock spoke stating he is employed by the developer of this project. He
said· regarding the memo ~oncerning maintenance district formation they felt it is
appropriate to put in the traffic signals at this time.
Chairman Andrew asked if the applicant would like the item moved to later in
the meeting. Mr. Brock was agreeable to this.
Motion was made by Commissioner Slocumb, seconded by Commissioner
Rosenlieb to move this item between Agenda Item #'s 8 and 9 in. order- to give
the applicant time to Consider the additional memo. Motion carried.
PUBLIC HEARING'- TENTATIVE TRACT 5721
Staff report was given.
Commissioner Slocumb abstained because he was absent from the previous
hearing on this item. ,
Public portion of the hearing was opened; no one spoke in opposition.
Michael Salz thanked the Commission for requiring the biological study on this
tract.
Paul Sidhu repreSented the property owners, he stated his concurrence with
conditions of approval and the January 18, 1994 memo.
Public portion of the hearing was closed.
Motion was made by Commissioner Rosenlieb, seconded by Commissioner Hersh
to approve and adOpt the iNegative Declaration, to make all findings set forth in
the staff report, and to approve Proposed Tentative Tract 5721 subject to the
conditions outlined in the '.Exhibit "A" attached to the staff report, with inclusion
of the Planning Director's! memo dated January 18, 1994. Motion carried.

8. GENERAL PLAN CONSISTENCY FINDING FOR THE PROPOSED SALE
OF SURPLUS LAND COMPRISING .21 ACRES WEST OF CASTRO LANE

AND NORTH OF WILSON ROAD.
Staff'repoft was given at the Monday pre-meeting and waived at this hearing.
Motion was made by Commissioner Slocumb, seconded by Commissioner Hersh
to make a finding pursUant to Government Code 65402, that the proposed sale of
the surplussump site within an existing residentially designated and zoned
neighborhood is consistent with the general plan. Motion carried. Commissioner
Rosenlieb was absent.
PUBLIC HEARING - TENTATIVE PARCEL MAP 10054
This hearing was continued to this portion of the agenda.
Mr. BrOck said regarding !the signalization that it serves the entire city, saying he
felt if they.were not installed problems would exist at this location. He said they
are willing to pay for the installation, however would like to be relieved of the
requirement of maintaining them.
George Schader, Riverla~es Ranch thanked the Commission and staff in regard to
conditions for this map. He stated he felt this map is a necessity for this area
because of rapid growth.' i Regarding the conditions he stated Riverlakes
acceptance, with a'clarific~ation of Condition #24, asking for a definition of
"remainder property." Rggarding Condition #'s 19 and 20 he stated their support
fOr the subdivider and applicant's positions with regard to signalization and
maintenance. ~
Public portion of the heating was closed..
Mr..Kloepper said he did not concur that this would be the right time to define
remainder property, stating it would obviously be the remainder of the parcel not
being subdivided by this parcel map. Upon further subdivision this issue will be
brought up by the Public Works Department.
Commissioner Rosenlieb Said she would have t° rely on the traffic engineer
regarding the signalization, stating she would concur with the Public Works
position on this issue. Responding to a question bY Commissioner Rosenlieb, Mr.
Kloepper said the signals will benefit the public, hOWever he was convinced that
left turn protected worms would serve the same purpose adequately allowing left
turns into the development. He did not feel the commission was the prOper
forum to waive the oppor~nity to collect and recover costs and expenses that may
not truly belong to the public.

Regarding condition concerning the need to move the utility tower, Mr. Kloepper
Said this condition could be removed. Mr. Walker, Traffic Engineer responded to
question by Commissione~ Slocumb saying if signals are deemed necessary a good
traffic progression will exist when the signal is installed at the intersection of
Olive Drive and Coffee ROad. Discussion continued regarding traffic issues for
this parcel map.
Commissioner Andrew asked about liability to the city if the signals were not
installed. Mr. Kloepper said it would be remote. Commissioner Andrew said he
felt there would be a need for this signalization in the future, stating he would
like to get the developer t~ pay for it at this time if possible.
Commissioner Delgado asked what evidence the applicant would have to present
to CounCil to convince th6m there should be a different apportionment. Mr.
Kloepper said it would have to be convincing and may have to include a traffic
study, i ~'
Mr. Kloepper responded to a question by Commissioner Delgado, saying the
Council has given the direction that full costs'of development improvements be
recovered.

Motion was made by Commissioner Rosenlieb, seconded by Commissioner
Slocumb to make 'all findings set forth in the staff report, and to approve
Proposed Tentative Parcel Map 10054 subject to the conditions outlined in the
Exhibit "A" with the incluSion~ of the Public Works memo dated January '14, 1994
to the Planning Commissi6n and deletion of Condition #24. Motion carried.

Mr. Hardisty urged Commissioners to attend the League of California
Cities Conference.
Mr. Hardisty said that building inspectors had been dispatched to Santa
Clarita to help with the earthquake relief efforts. ~

COMMISSION COMMENTS
Commissioner Rosenlieb said she inquired about the cost of the biological study
for Tract 5721 stating she iwas told it .was $405. Regarding the issue of setting a
workshop she suggested next Thursday at 5:30 would be an appropriate time.
Commissioner Hersh suggested 6:00 p.m. Mr. Hardisty suggested that this
workshop be held at the end of the next meeting. Commissioner Rosenlieb was
agreeable to this. She asl~ed for suggestions for this meeting regarding language
so that an open space amenity must be Offered for R-2 lots of less than 6,000
square feet and asked for ilanguage that states the amenity must be within the
tract boundary, however that· the commission may consider an amenity outside the
tract boundaries provided :it be within a range of feet. '

. Commissioner Marino said a meeting had been held on the
small! lot issue at which time the committee came up with a
list of issues to be considered. He asked that staff have this
list and minutes for the February 3, 1994 meeting.
5) · Trail~ and Ways
'Commissioner Marino stated meetings had been held at
Quailwood and Park Stockdale to discuss connecting bicycle
· paths' and using an existing equestrian tunnel under Truxtun
Avenue to the Kern River. He said'Plan B is being ·
considered to add a signal at Truxtun and Mohawk.
