REVISED COMPREHENSIVE SIGN PLAN 1-93 (Local Neon for HomeBase)
Staff report was given.
Responding to a question by Commissioner Powers regarding pylon signs for
developed pads, Jennie Eng, Staff Planner said none would be allowed.

Responding to questions by Commissioner Rosenlieb, Ms. Eng indicated the
Commission could be looking at more phases of this comprehensive sign plan.
ResPonding to a question by Commissioner Hersh, Ms. Eng indicated the 50
square foot architectural feature is in excess of the 240 square feet.

Staff report was given. .
Chairman Powers asked why staff would substitute shade tree covered areas for a
shade structure if they are not to be of a significant size. Ms. Eng stated the
applicant requested the change and staff felt a 48-inch box shade tree would
provide ample shade.
Jennie Eng answered a qUestion by Commissioner Hersh saying staff agreed to 32
percent on 61 lots as a variation of front yard setback. Rob Cramer responded to
a question saying most ofithe trees on the list would lose their leaves.
DisCUssion continued regarding the shade structure.
Public hearing on this item was continued to the regular meeting of August 5,

PUBLIC HEARING - EXTENSION OF TIME - TENTATIVE TRACT 5494
Staff report was given.
Discussion ensued regarding participation in the meeting, Ms. Marino said with
regard to the by-laws that since Commissioner Andrew was not present at the
pre-meeting he could not iparticipate on hearings.
Jennie Eng responded to a question by Commissioner Slocumb stating the
Subdivision Map Act prOVides for an automatic extension of the map for 60 days
once the application is submitted so long as it is submitted before the map
expires.

Jennie Eng stated in response to questions by Commissioner Rosenlieb, that she
would check into development of adjacent properties. Mr. Kloepper responded
to a question saying the access road would probably be some type of all-weather
material.
Mr. Kloepper respOnded to a question by Commissioner Power saying the
easement is taken care of~ during the subdivision process it would be overlayed by
the map.
Regarding the property t° the west, Commissioner Rosenlieb asked why the
Council would allow the general plan designation to be designated LR, Ms.
Marino said she did not know whY this was allowed.
It was noted that an application for general plan amendment was submitted,
however was not deemed complete.

9.1 PUBLIC HEARING - TENTATIVE TRACT 5646
A request for continuance was received on this item.
Responding to a question! by Commissioner Rosenlieb as to the request for
continuance, Ms. Eng stated the traffic study was late and additional time was
needed for review of it.
Ms. Marino reSponded to: a question by Chairman Power stating the action for
continuance could not be taken at this time, since the public has been notified of
the public hearing on August 5, 1993.

Staff report was given.
Ms. Eng referred to a'memo from the Planning Department and a memo
submitted from Public Works. ·

Ken Hersh asked if documentation exists on the negative declaration, asking if it
could be included in the Staff report since the commission is being asked to adopt
it. ~
Commissioner Slocumb asked how the finding for approval can be made on the
negative declaration when it is not seen by the Commission, Ms. Marino said the
staff report gives appropriate information regarding this. He also requested that
the size of the copy of the map for tract maps be larger so that it can be read.
Ms. Eng explained that staff receives these copies from the applicant.
This public hearing was continued to the regular meeting of Thursday, August 5,
1993.

Chairman Powers stated staff requested these items be taken concurrently.
Ms. Eng gave staff report indicating staff had requested a continuance on these
items to the August 19, 1993 meeting because of a setback issue along the west
boundary of the property, i The Board of Zoning Adjustment will be hearing a
request for modification of this setback at their August 10, 1993 meeting.

PUBLIC HEARING - TENTATIVE TRACT 5683 (Vesting)
Staff report was given. Ms. Eng indicated the applicant requested this item be
placed on consent calendar.
Responding to a question by Commissioner Rosenlieb, Ms. Eng indicated there
would be no street improv, ements on the west side. Ms. Eng indicated staff is
hopeful that Whitegate Avenue will be allowed to be extended westerly with
future development.
Responding to a condition by Commissioner Rosenlieb regarding extension of the
cul-de-sac, Mr. Kloepper said Condition #1 of their conditions addresses this
issue.
