Motion was made by Commissioner Boyle, seconded by Commissioner Hersh to
continue this item to November 13, and November 16, 1995. Motion carried.

Public portion of the hearing was opened; there being no commission comments
or questions, hearing on this item was continued to the following Thursday
meeting.
PUBLIC HEARING - EXTENSION OF TIME - TENTATIVE TRACT 5719
Chairman Andrew stated he had a conflict of interest on Item #'s 4.4 and 4.5
because he has recently received income from the applicant. He therefore
abstained fi'om participating on these items.
Staff report recommending approval was given. The applicant requested this item
be placed on the consent agenda.
Public portion of the hearing was opened.
Responding to question by Commissioner Hersh, Ms. Eng said the property
across Krebs is zoned Industrial. Mr. Grady said the smooth-faced wall would
provide a buffer between residential and industrial. Commisioner Hersh
proposed this item not be placed on the consent agenda.

INDUSTRIAL) TO CITY OF BAKERSFIELD M-2 (GENERAL
MANUFACTURING) FOR PROPERTY LOCATED SOUTHEASTERLY OF
THE INTERSECTION OF WASHINGTON STREET AND EDISON
HIGHWAY.
Staff report recommending approval was given.
Public portion of the hearing was opened.
In response to a question by Commissioner Delgado, Mr. Grady said there has
been timely notification for this hearing.
Hearing on this item was continued to the following Thursday meeting.
PUBLIC HEARING - ADOPTION OF SPECIFIC TRAILS PLAN, ADDITION
TO MUNICIPAL CODE, CIRCULATION ELEMENT AMENDMENT, KERN
RIVER PLAN ELEMENT AMENDMENT
Commissioners Boyle and Delgado abstained from participating on this item
because of conflicts of interest.
Mr. Grady stated a memo dated October 16, 1995 had been submitted to the
Commission bringing to date the accomplishments since the last meeting. The
City Attorney is still trying to work out final language for resolution to issues
brought up by Mr. Nickel.
Responding to question by Chairman Andrew, Mr. Grady said a development
agreement would not be appropriate. This plan document should stand alone.

Responding to question by Commissioner Hersh, Mr. Grady said other cities are
under the same regulations regarding provision of access to and along the river,
however he was not aware of a similar situation. Commissioner Hersh stated his
concern that Bakersfield is not going to do something that is a-typical when it
may have already been done many times within the state. Responding to request
by Commissioner Brady, Mr. Grady said he would provide information concerning
the way in which other cities have handled this type of situation.

Mr. Grady said he had provided information on the Hillside Ordinance to
the Commission. He said a workshop would be necessary and could be
handled on the November 2nd meeting.

Commissioner Hersh reminded those present that a Subdivision Committee
meeting would be held on October 24th.
