4. APPROVAL OF MINUTES
Motion was made by Commissioner Ortiz, seconded by Commissioner Hersh to
approve minutes of the regular meeting held August 3, 1995. Motion carried.

Responding to question by Commissioner Hersh, Mr. Gauthier gave information
concerning the groups which were interested in this issue.

PUBLIC HEARING - ADOPTION OF SPECIFIC TRAILS PLAN, ADDITION
TO MUNICIPAL CODE, CIRCULATION ELEMENT AMENDMENT, KERN
RIVER PLAN ELEMENT AMENDMENT
Staff report was given.
Public portion of the hearing was opened.
Mr. Movius responded to question by Commissioner Hersh concerning
elimination of parking lots saying a mechanism of a per unit fee required at
dedication of subdivisions is being used. Therefore parking lots will still be
installed.
Responding to question by Commissioner Dhanens, Mr. Movius said the
developer has to provide access when the property is subdivided along the river
and to the trail.
Mr. Grady respOnded to question by Commissioner Hersh, saying no standards
have been developed which state that development has to be any distance away
from a cliff. Mr. Fidler said the building code would answer these questions.

7. COMMUNICATIONS
A) Written
Mr. Grady said correspondence was given to the Commission regarding
small lot ordinance from the Council asking that the commission deliberate
on the definition of an extraordinary amenity and the possibility of
requiring additional open space with fourplexes, triplexes and duplexes. A
standing committee needs to be established in order to deliberate these
items.
Chairman Delgado reconstituted the committee as previously established
consisting of Commissioners Brady, Hersh and Boyle. Mr. Grady said a
future meeting would be scheduled at which the standard meeting
scheduled could be set.

Commissioner Ortiz said for the record he would not be in attendance at
Thursday's meeting.
