ROLL CALL COMMISSIONERS: Present: JEFF ANDREW, Chairperson STEPHEN BOYLE MATHEW BRADY KENNETH HERSH JIM MARINO ROBERT ORTIZ Absent: DOUG DELGADO, Vice-Chairperson DARREN POWERS, Alternate ADVISORY MEMBERS: Present: LAURA MARINO, Assistant City. PUBLIC STATEMENTS No one made any public statements at this time. Chairman read the notice of right to appeal as set forth on the agenda. 3. CONSENT AGENDA ITEMS None 4. APPROVAL OF MINUTES Motion was made by Commissioner Marino, seconded by Commissioner Ortiz to approve minutes of the regular meetings held March 13, and March 16, 1995. Motion carried. Minutes, PC, 4/17/95 5. PUBLIC HEARING - TENTATIVE TRACT 5810 Staff report recommending approval was given. Public portion of the hearing was opened. abc. Page 2 Responding to question by Commissioner Marino, Mr. Grady clarified content of the memo from the Parks Department. This item was continued to the Thursday meeting. PUBLIC HEARINGS -- ZONE CHANGE 5615, TENTATIVE PARCEL MAP 10162, TENTATIVE TRACT 5804 (PHASED) Commissioner Boyle abstained because he represents the property owner through his law firm. Staff report recommending approval was given. Public portion of the hearings were opened; there were no questions or comments. This item was continued to the Thursday meeting. PUBLIC HEARINGS - GENERAL PLAN AMENDMENT 1-95, SEGMENT VII ZONE CHANGE #5627 AND TENTATIVE TRACT 5809 (VESTING AND PHASED) Staff reports recommending approval of the requests were given. Public portion of the hearing was opened. Mr. Gauthier responded to question by Chairman Andrew by agreeing that the reason for the recommendation for approval of less than 5 acres of commercial acreage is based on the fact that affordable housing is being provided. PUBLIC HEARINGS - ZONING ORDINANCE AMENDMENTS Page 3 10. 11. a) Proposed amendlnent to the Bakersfield Municipal Code Chapter 17.14 (R-2 Limited Multiple Family Dwelling zone) regarding minimum lot sizes for one falnily dwellings and yard setbacks. (Categorically exempt) b) Proposed alnendlnent to Bakersfield MuniciPal Code Section 16.28.170 (lots) regarding minimum lot sizes and findings to allow one family dwellings in an R-2 zone. (Categorically exempt) Staff report recommending approval was given. Commissioner Brady asked for history of approvals of small lot subdivisions and a comparison between the number of homes constructed on lots of standard size as opposed to small lot construction since the 2010 Plan. Mr. Grady agreed to provide this for Thursday's meeting. These items were continued to Thursday. COMMUNICATIONS A) Written - None B) Verbal - Mr. Grady said a Trails Committee report would be added for Thursday's agenda. SPECIAL COMMITTEE AND STAFF REPORTS Ao Subdivision an'd Public Services Committee Report regarding park land credit for PUD and Optional Design Subdivisions.
